Public Service Department is Hiring an Utility Engineering Specialist 1 (NY HELPS) Near Albany, NY

No exam is required under the New York Hiring for Emergency Limited Placement Statewide (NY HELPS*) Program. Applicants must meet the NON-COMPETITIVE MINIMUM QUALIFICATIONS listed below to qualify for this title.
General Public: Non-Competitive (NY HELPS)*:
Applicants must have a bachelor's degree or higher in an accredited engineering curriculum
Current New York State employee with one year or more of permanent, competitive, or 55-b/c service as a Utility Engineering Specialist 1, Grade 18.
55-b/c:
Candidates who are currently eligible, who meet the qualifications listed in the “Non-Competitive (NY HELPS)” section above are encouraged to apply. If interested in this position and applying using your 55-b/c status, please provide a copy of your current 55-b/c eligibility letter.

Duties Description
Utility Engineering Specialists within the Office of Rates and Tariffs are heavily focused on preparing and analyzing written material. Performing these duties will be centered around, and highly dependent on, the incumbent’s ability to critically analyze information and prepare written materials that are clear, concise, thorough, and technically accurate. Preferred candidates would possess excellent verbal and written communication skills, have a background in engineering, be able to excel individually and in a team environment, handle multiple, deadline driven assignments, and be able to understand, process, review, and answer questions related to complex, detailed documents. Utility Engineering Specialists working within this Office will be responsible for duties which include, but are not limited to:
  • Analyzing and reviewing company records, tariff filings, and petitions.
  • Preparing evaluations and recommendations relating to the viability of proposed mergers or acquisitions.
  • Performing the preparation, analysis, and review of reports and studies involving operating revenues, sales forecasts, operation and maintenance expenses, capital budgets, rate base, marginal and embedded costs, depreciation and net salvage studies, revenue allocation, rate design, and electric supply.
  • Analyzing and processing petitions and tariff filings related to changes in rates, charges, rules, and regulations along with the preparation of session memoranda related to those filings.
  • Investigating system operations and events for water utilities.
  • Participating in federal rate proceedings to promote recommendations that will enhance State policies

The primary mission of the New York State Department of Public Service (DPS or Department) is to ensure affordable, safe, secure, and reliable access to electric, gas, steam, telecommunications, and water services for New York State’s residential and business consumers, at just and reasonable rates, while protecting the natural environment. The Department also seeks to stimulate effective competitive markets for clean, renewable, and distributed energy resources that benefit New York consumers, as well as product and service innovations.
  • This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Some positions may require travel and as such, it may require that you have a valid license to operate a motor vehicle in New York State or otherwise demonstrate an ability to perform the required field work if public transportation is not available. You will be advised of this further at the employment interview.
Background Investigation: Due to the nature of these positions, there may be an investigative screening which could include a thorough character investigation. All convictions must be reported. Conviction of a felony or misdemeanor or any falsified or omitted information may bar appointment or result in removal after appointment. Each case is determined on its own merit, consistent with the applicable provisions of State and federal laws.
