Position Summary

Under general direction, the Talent Acquisition (TA) Specialist will work with our leadership teams to attract, engage, and hire qualified talent for Grant PUD. This position plays a critical role in ensuring that staffing needs are being met with a long-term strategy in mind. As such, this role will strategically navigate complex, niche positions by working with leaders and stakeholders to develop creative staffing strategies to develop a strong pipeline of talent. This role demonstrates a "talent hunter” mentality in sourcing, engaging, and maintaining diverse pipelines through effective recruitment strategies that reflect an expert understanding of Grant PUD and the market. This position performs full lifecycle recruiting and provides the highest level of staffing services while developing hiring managers capabilities and providing talent market data insights. A focus on compliance, communication, creativity, systems thinking, and personal organization is required.

Essential Functions

Essential duties and responsibilities may include, but are not limited to, the following:

  • Build strong relationships with hiring managers to understand their talent needs, provide guidance, and ensure a compliant collaborative hiring process.
  • Source applicants through online channels, such as LinkedIn and other professional networks.
  • Create job descriptions and interview questions that reflect the requirements for each position.
  • Assist in developing policies and strategies for acquiring new talent.
  • Responsible for the opening of positions, posting to all external partners, managing applicant flow and dispositioning requisitions.
  • Compile lists of most-suitable candidates by assessing their cover letters, portfolios, and references.
  • Represent, organize, and attend job fairs and recruitment events to build a strong candidate pipeline.
  • Maintain records of all materials used for recruitment, including interview notes and related paperwork, to share with key stakeholders.
  • Maintain strong relationships with candidates to ensure a positive candidate experience and effective communication throughout the recruitment process.
  • Research talent acquisition trends to improve the process.
  • Monitor and apply HR recruiting best practices.
  • Conduct phone and/or in person interviews with hiring business units.
  • Uses effective communication approaches that include proactively keeping others informed, appropriately expressing ideas and thoughts verbally and in written form, and timeliness.
  • Ensures compliance with federal, state, and local employment laws and regulations, and Grant PUD policies.

Education and Experience 

Required

  • 3-5 years of experience in a talent acquisition or similar role.
  • Experience in full-cycle recruiting, using various interview techniques and evaluation methods.
  • Proficiency with social media, CV databases, and professional networks.
  • Experience in using LinkedIn Talent Solutions to proactively source candidates.
  • Proficiency in documenting processes and keeping up with industry standards.
  • General Human Resources knowledge.

Preferred

  • Bachelor’s degree (or equivalent) in human resources management or similar field.
  • Knowledge of applicant tracking systems.
  • Professional credentials, such as HR Certification Institute.

License and Certification 

Required

  • A valid Washington state driver's license with no restrictions.

Preferred

  • Talent Acquisition Strategist (TAS) Certification.

Other Knowledge, Skills and Abilities

  • Excellent verbal and written communication skills.
  • Excellent interpersonal skills with good negotiation tactics.
  • Ability to create and implement sourcing strategies for recruitment for a variety of roles.
  • Proactive and independent with the ability to take initiative.
  • Excellent time management skills with a proven ability to meet deadlines.
  • Familiarity with laws, regulations, and best practices applicable to hiring and recruitment.
  • Proficient with or the ability to quickly learn applicant tracking software or other recruitment systems.
  • Proficient with Microsoft Office Suite or related software.

Physical Requirements

  • Per Grant County PUD policy all employees are required to work at their designated headquarters at least two days per week.

  • Majority of work is performed in a standard office setting.
    • Will perform work onsite at the locations of the assigned Business Units
    • May be required to come onsite for in person team meetings
