Range is Hiring a Regional Engineering Manager Near Worland, WY

JOB SUMMARY:

Under the oversight of the Chief Technology Officer (CTO), the Regional Engineering Manager will supervise all engineering and construction projects in the region, including but not limited to the short- and long-range planning, construction, and maintenance of outside plant facilities within annual budgetary constraints. Oversee the development, maintenance and compliance of engineering standards, records, and reporting. Develop engineering staff and enable relationships with customers, vendors, contractors, and consultants to facilitate the development growth of Range as a technical leader in the industry. Responsible for overseeing the generation of facility-based reports as required by federal, state, and local governmental agencies.

ESSENTIAL DUTIES AND RESPONSIBILITIES AND EXPECTATIONS:

  1. Records, Systems, and Resources Management:
    • Budget planning for both long and short-range capital projects on an annual basis.
    • Work closely with Engineers, Customer Relations Representatives and Technicians to ensure accurate addressing of sites, verify land ownership, available facilities, and service capabilities.
    • Oversee records maintenance and updating of facility maps.
  2. Compliance and Reporting:
    • Monitor and verify that required compliance with various Federal, State and Regulatory reporting is professionally completed.
    • Ensure requirements are being met within guidelines, updates submitted on time, and that projects meet the goals.
  3. Project Assessment and Estimating:
    • Research and develop quotes and purchase materials and supplies for projects.
    • Cost estimating and budgeting for facilities-based projects in the network.
  4. Project Management:
    • Engineer and design projects to meet company standards.
    • Manage projects and coordinate with third-party customers, clients, and vendors.
    • Manage Contractors and Consultants to complete projects on time.
    • Team with other departments including Sales and Network Operations to plan and facilitate project work.
    • Ensure that clients, contractors, and all stakeholders are satisfied and happy with project work.
  5. Personnel Management and Training:
    • Direct and oversee engineering staff with projects, performance, training, development, mentoring and general supervision.
    • Facilitate, and / or participate in all required training and program change updates which impact the department.

  7. Performs various administrative and engineering related duties as assigned.

MINIMUM QUALIFICATIONS (EXPERIENCE/EDUCATION): (A combination of demonstrable years’ experience and applicable alternative training(s) may be considered in lieu of the following qualifications).

  1. Successful completion of a 4-year / bachelor’s degree program in Engineering, Construction Management, or related field, or
    1. In addition to item b) below, 7-10 years’ broadband experience with computer aided drafting and GIS based mapping experience, outside plant and construction experience or related projects.
  2. 5 years of work experience with staff supervision responsibilities.
  3. 5-10 years of successful engineering work experience.
  4. A valid, State issued, and insurable drivers’ license.

COMPETENCIES OR KNOWLEDGE, SKILLS, AND ABILITIES (KSA’S):

  • Analytical: Engineering and project construction oversight, mapping records and reporting. Obtain Federal, State and Local permits. Develop contracts, manage contractors and consultants. Work up easements, surveying specifications for cut-sheets and other technical documents.
  • Attention to Detail: Successful performance requires being careful about detail and thorough in completing work tasks.
  • Project/Process Management: Ensures that construction practices meet the specifics of corporate standards. Scheduling contractors, cutovers, and field inspections. Construction site scheduling of contractors and consultants. Work within budgetary and timeline constraints to obtain permits, franchise agreements, and complete mapping and reporting. Time management skills and the ability to meet completion deadlines.
  • Decision Making: Decisions have major implications on the management and operations of an area within a department. Contribute to important strategy, operational and business decisions that affect the department.
  • Computer/Technical: Advanced skill in drafting/GIS software and proficient in Microsoft Suite. Minor IT and operational skills are a plus. Familiarity with plotters, printers, and GPS equipment
  • General Office/ Equipment Operation: Advanced Excel spreadsheet development. Proficient with drafting and GIS mapping programs and database record systems. Skilled with plotters, GPS, printer/scanner/copier, and phone systems.
  • Written and Oral Communications: Communicates with contractors, construction lead and subscribers. Communicating well between varying departments within the corporation. Notifies management of any updates and/or issues that may arise. Strong written and verbal communication skills.
  • Office/Administrative Support: Records management, document and correspondence drafting and proofing of RFP and grant proposals, contracts, and documents. Ability to produce and comprehend service agreements, easement documents, permitting documents, and contract agreements. Communicate and schedule with corporate calendars.
  • Problem Solving: Problems are varied, requiring analysis or interpretation of the situation. Problems are solved using knowledge and skills, and general standards and past practices.
  • Teamwork and Cooperation: Successful performance in this role requires being pleasant with others on the job and displaying a good-natured, cooperative attitude.
  • Integrity: Providing accountability and honesty when working alone or in an isolated position. Successful performance in this role requires being honest and ethical.
  • Independence of Action: Working without supervision and staying on task. Prioritize work and meet deadlines set by management. Results are defined and existing practices are used as guidelines to determine specific work methods and carry out work activities independently; supervisor/manager is available to resolve problems.
  • Oral Comprehension and Expression: The ability to listen / understand information / ideas presented through spoken words and sentences, paired with the ability to communicate information / ideas in speaking so others will understand.
