Salary Range: $133,300 - $206,600

Summary

Overall responsibility and accountability to direct, manage, and organize the plant/project engineering resources efficiently and effectively.

Essential Duties and Responsibilities

The following examples of duties and responsibilities illustrate the general range of tasks assigned to the position but are not intended to define the limits of required duties. Other essential duties may be assigned consistent with the general scope of the position.

  • Provide technical support and resources for the operating units and the maintenance department in the areas of process and project engineering along with DCS/PLC programming resources.
  • Manage the assigned resources to provide the plant with on schedule, high-quality, cost-effective engineering.
  • Coordinate with other engineering groups to allocate work and resources to efficiently meet the plant’s demands.
  • Ensure compliance with and maintenance of company engineering design standards.
  • Ensure compliance to all company policies, procedures, and regulatory requirements.
  • Ensure that all changes comply with process safety management (PSM) requirements.
  • Responsible for the plant engineering records and other process safety information (PSI)
  • Ensure activities in the group are conducted following the REC business system/quality management system and the work performance is in keeping with the intent of the ISO quality standards.
  • Ensure the plant engineering staff is proficient and capable of executing its functions by developing and then supporting a professional development plan for the department.
  • Develop plans for improving department performance in key areas.
  • Manage the plant capital budget and the engineering department’s expense budget.
  • Oversee selected key projects with the engineering department.
  • Manage the Drafting/Designer personnel to ensure plant drawings are maintained up-to-date and within design standards.
  • Oversee the Programming functionality to ensure sufficient operational coverage and quality control in programming work.
  • Understand and fulfill the designated role in the Emergency Response Plan Incident Command Structure.
  • Understand the PSM Regulations and the Tier Policies developed by REC.
  • Ensure that engineering projects include appropriate management of change and pre-start-up safety review and that all project punch list items are tracked to completion.
  • Ensure that all applicable engineering practices are applied in project design and construction.

Qualifications

Incumbents must have demonstrated knowledge and abilities in these areas.The requirements listed below are representative of the knowledge, skill, and/or ability required.

Education and/or Experience

·Requires a minimum of a bachelor’s degree and five (5) to ten (10) years of related experience, or an equivalent combination of education and experience.

·A Professional Engineering License is desirable.

Computer Skills

·Proficiency with Microsoft Office and a general understanding of formatting rules are essential.

Other Skills and Abilities

·Demonstrate a strong understanding of engineering fundamentals as they pertain to a chemical manufacturing environment.

·Must have the ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, and governmental regulations.

·Ability to write reports, produce clear PowerPoint presentations, and manage business correspondence and procedure manuals.

·Ability to work with advanced mathematical concepts such as probability, and statistical inference.

·Ability to solve practical problems and deal with a variety of variables in situations where only limited standardization exists.

·Ability to effectively present information and respond to questions from groups of managers, customers, and employees.

·Must be a team player and supportive and cooperative of management and corporate initiatives.

·Understand the relationship between operations, PSM, project protocol, engineering, administration, and finance to understand how the business functions.

Supervisory and Budgetary Responsibilities

    • Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
    • This position is reported to by the plant engineering staff.
    • Responsible for generating, managing, and tracking the annual operating budget of the Project Engineering Department and approving expense reports.
