Role of a Retirement Plan Program Manager

Plan and guide the overall design, implementation, communication, and administration of Recology's multiple retirement plans (401(k), Employee Stock Ownership Plan (ESOP), and Defined Benefit Pension Plans) meant to attract and retain employees.

Essential Responsibilities

  • Manages Recology's multiple sponsored retirement plans (Defined Benefit Pension, 401(k), and Employee Stock Ownership Plans). Guiding and providing support to the field for the multi-employer pensions and 401(k)s that Recology employees may participate in to ensure the plans/deductions are administered correctly.
  • Selects, trains, supervises, develops, and counsels the senior retirement Plan Specialist to ensure programs are administered correctly. Ensures consistent high levels of customer service through the timely delivery of accurate information and auditing.
  • Manages and maintains relationships with retirement plan vendors to ensure contractual obligations are met and a high service level is provided.
  • Ensures employees and other plan participants are receiving good customer service, whether from our vendors or our team. May need to research and provide information to participants verbally or in written format.
  • Ensures program adherence to current federal and state regulations and company policies.
  • Oversees annual governmental reporting and employee disclosures relating to retirement benefits such as distributing SARs, the annual pension funding notice, the Form 5500, Form 8955-SSA, and the annual PBGC reporting including the 4010, when required.
  • Partners with the Finance group to provide annual benefit plan auditors with data requests, complete reconciliations, and answer questions regarding the administration of plans.
  • Manages payments from the ESOP and Pension Trust, including vendor payments, and ensures the pension trust is properly funded each month.
  • Partners with payroll and other teams as needed. Work with the Recology Ownership Culture Committee to provide ESOP education and ensure correct information is provided to employees.
  • Develops comprehensive communication strategies and programs to foster employee understanding, and appreciation of the value of Company-sponsored benefit programs.
  • Responsible for overseeing retirement vendor renewals and delivering final outcomes, including installing new vendors and making changes according to contractual agreements, ensuring accurate and timely implementation, including system updates, and ensuring proper communication to employees and participants.
  • Assists with the RFP process as needed, including developing specifications, summaries, experience data, and analyzing responses. Manages the implementation process for new vendors and programs.
  • Makes recommended changes to attract and retain talent and to maintain compliance by providing plan design and cost analysis.
  • Conducts research and analysis of industry trends, employee surveys, and workplace best practices to design competitive benefits packages, meet employee needs, and support organizational goals.
  • Oversees set up, test, and maintenance of retirement benefit vendor eligibility feeds. Research and answer inquiries from third-party administrators regarding data integrity, including root cause analysis.
  • Reviews, creates, and updates summary plan descriptions and applicable policies to ensure the accuracy of administration in plan documents.
  • Writes reports and queries.
  • Manages update and maintenance of benefits process and procedure documentation.
  • Designs, organizes, and conducts employee benefit-related meetings or fairs, which may include travel.
  • Works on special projects as assigned.
  • Other duties as assigned. 

Qualifications

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

  • Minimum six years of related experience in benefit plan administration.
  • Technical and professional principles, practices, laws, applications, and programs in position related area (e.g., JD Edwards, Oracle Fusion, benefits operations, and benefit laws such as ERISA, PPA, SECURE ACT).
  • Strong analytical math skills to determine benefits, payments, and perform statistical analyses of benefit plans.
  • Demonstrates accountability for tasks and duties assigned to them.
  • Proven ability to effectively and efficiently work with and analyze large amounts of data.
  • Ability to understand, interpret, and follow technical documents.
  • Proven ability to maintain confidential and sensitive information.
  • Ability to build collaborative relationships.
  • Exhibit strong leadership qualities and the ability to influence employees within multiple levels of the organization.
  • Excellent organization and analytical skills with strong attention to detail.
  • Exceptionally demonstrated project management and time management skills with the ability to coordinate and prioritize multiple tasks, set deadlines, and complete projects in a timely manner.
  • Communicate well both verbally and in writing; listen to and understand various viewpoints; share relevant information timely; provide constructive feedback; maintain professionalism.
  • Present ideas effectively to individuals or groups and deliver presentations suited to the characteristics and needs of the audience.
  • Effectively and productively engage with others, including customers, to establish trust, credibility, and confidence.
  • HRIS System and query report (e.g., Hubble) experience.
  • Computer programs, including Microsoft Office suite of applications and advanced Excel skills.
  • Bachelor's degree required.
  • Certified Employee Benefits Specialist (CEBS) or Retirement Plans Associate (RPA) designation certification preferred.
  • Principles of personnel training, supervision, motivation, and evaluation.
  • Supervising staff resource allocation, planning and budgeting.
  • Valid driver’s license.
