Job Summary:

Looking for an experienced Proposal Manager that will support our Business Development Department in preparing and submitting high-quality responses to federal business opportunities., request for quotes/proposals (RFQ/RFP) and Requests for Information (RFI) to our clients. This role involves strategic planning, project management, and collaboration with various teams to gather necessary information and craft persuasive quotes/proposals. The ideal candidate is a thought leader, able to see the big picture, meticulous, fosters a positive and responsive team environment, and can quickly adjust to dynamic proposal development schedules and requirements in a fast-paced environment. The Proposal Manager will lead each phase of proposal development playing a crucial role in the sales process to include:

  • Analyze and shred customer solicitation documents
  • Creating a complete and comprehensive compliance matrix
  • Drafting an outline based on client instructions and that are delivered within deadlines
  • Developing a schedule with critical milestones
  • Provide insight, leadership, and work guidance to authors on all proposal content assigning tasks to proposal contributors
  • Conducting regular “stand-up” status meetings
  • Facilitating a proposal kickoff meeting and daily status calls, ensuring activities adhere to the Proposal Development Plan
  • Takes ownership of the quality of the proposal, organizing and leading proposal color team reviews and debrief to authors by performing rigorous quality assurance checks on draft and final documents
  • Overseeing production and final proposal submission
  • Develops win strategies, win themes, and organizing responses to be compelling and customer-focused response
  • Conduct and document proposal lessons learned and implement actions to improve process efficiency
  • Revise the schedule, outline, and compliance matrix as necessary throughout the proposal lifecycle.
  • Identify risks and develop mitigation plans.
  • Manage the development of oral presentations, discussions, and proposal revisions
  • Managing the proposal’s content, structure, and delivery, aiming to create a winning proposal that effectively communicates the value of AP’s services
  • Responsible for improving the proposal process through best practices, automation tools, and maintaining an updated comprehensive content library
  • Own the development and delivery of quotes/proposals
  • Remain current on all solicitation modifications and communicate them to the team.
  • Coach teams in persuasive writing and proposal best practices

Experience Requirements

  • Bachelor's degree in business or communications field, or equivalent professional experience.
  • Understanding of, managing, and writing proposals using the Shipley processes and standards.
  • Minimum 3-5 years proven successful experience managing proposal teams and leading them efficiently in a dynamic, fast-paced environment on moderate- to high-complexity federal opportunities.
  • Ability to use standard English writing styles to write proposal sections; this includes information research and synthesis from multiple sources (subject matter experts, previous proposals) into a cohesive, easy-to-read, and persuasive final product.
  • Ability to work on multiple concurrent projects and to work cross-functionally
  • Experience with Government Databases and industry government sales intelligence tools
  • Ability to adapt to various people and working styles under tight deadlines.
  • Ability to work beyond regular scheduled hours.
  • Possess excellent leadership, communication, prioritization, and organizational skills.
  • Editing skills; exceptional knowledge of grammar and punctuation.
  • Experience interviewing subject matter experts to support the proposal writing process.
  • High proficiency in the MS Office Suite (Outlook, Word, Excel, PowerPoint, Project), Adobe Acrobat, and SharePoint.
  • Experience with simultaneously managing multiple proposals of all sizes from proposal planning to delivery
