Job DescriptionRed Gate Group is seeking a highly skilled and experienced Information Operations Policy Analyst to provide expert-level technical support to The Office of the Assistant Secretary of Defense for Special Operations/Low Intensity Conflict (ASD SOLIC). This role is critical in supporting the oversight and refinement of Department of Defense (DoD) policies and plans related to special operations, with a focus on counterterrorism, information operations, irregular warfare, and sensitive special operations. Successful candidates will play a vital role in shaping policy decisions and communication strategies at the highest levels of the DoD, Federal Government, and Congress. Key ResponsibilitiesTechnical Support & Analysis:
Deliver consistent, responsive, and high-quality technical support to the Office of Information Operations Policy (OIOP), Deputy Assistant Secretary of Defense for Information Warfare and Counterterrorism (DASD IWCT), Deputy Assistant Secretary of Defense for Counter-Narcotics and Stabilization Programs (DASD CNSP), and Deputy Assistant Secretary of Defense for Military Engagement (DASD ME).
Provide comprehensive written assessments of the political and institutional environment impacting policy decisions and implementation, identifying policy issues, risks, and recommending mitigation strategies.
Policy Development & Coordination:
Develop and refine initial concepts into actionable plans and policy positions. Prepare talking points, papers, and detailed briefings for senior DoD officials, Federal Government representatives, and Congressional leaders.
Assist in drafting formal policies and DoD issuances for approval, ensuring alignment with DoD objectives and requirements.
Assist the Government in providing oversight of policy, strategy, planning, resource management, operational considerations, personnel, and technology development for Operating in the Information Environment (OIE). This includes drafting DoD Directives, DoD Instructions, Directive Type Memorandums, Functional Concepts, information papers, and position papers for Executive Leadership.
Assist with the integration and supervision of deterrence, conduct, and defense against information operations, disinformation, and misinformation, including drafting related DoD Directives, Instructions, and talking points for Congressional engagements or other speaking engagements.
Assist in establishing a risk management process to mitigate risk of potential exposure of U.S. persons to information intended exclusively for foreign audiences, including drafting relevant policies and documentation.
Develop guidance and promote the capability of the Department to liaison with the private sector and academia on information activities related to malign actors, including drafting necessary policy documents.
Develop legislative engagement strategies related to appropriations and statutory actions affecting Operations in the Information Environment.
Monitor, evaluate, and coordinate policy issuances related to OIE with special emphasis on Military Information Support Operations (MISO).
Provide specialized sensitive activity or special access program (SAP) OIE expertise and advice to ASD(SO/LIC), OIOP staff, and leadership throughout the Department.
Support review, policy oversight, and coordination of Service, Combatant Command, and Defense Agency OIE policies, doctrine, plans, and concepts pertaining to the Department's information capabilities.
Develop talking points, papers, and briefings for DoD senior leadership, up to the Secretary of Defense, regarding OIE policy and concepts.
Analyze data and compile information to prepare reports for internal Government approval and submission to Congress.
Assist in periodic reviews of policies, programs, and plans.
Qualifications
Minimum of three (3) years of experience in special operations.
Bachelor’s degree
Top Secret/SCI clearance.
Desired Qualifications
Five (5) years of combined experience at the Office of the Secretary of Defense (OSD), Joint Staff, or Service level.
