PURPOSE OF POSITION: Under the supervision of the Parks and Facilities Division Manager, this position performs a variety of support duties for facilities maintenance for all City buildings, including City Hall, Public Works complex, Wastewater, Senior Center, and Police Department. The main focus is providing a broad level and variety of technical support for the facilities program. Duties require specific knowledge of program areas, including but not limited to HVAC, fire safety systems, a variety of other building systems, and policies which are performed independently within broadly defined practices and procedures.This description covers the most significant essential and auxiliary duties performed but does not include other occasional work which may be similar, related to, or logical assignment to the position.The job description does not constitute an employment agreement between the employer and the employee and is subject to change by the employer as the needs of the employer and requirements of the job change.
EXAMPLE OF DUTIES
ESSENTIAL JOB FUNCTIONS: Performs a variety of semi-skilled and skilled tasks related to facilities and grounds maintenance. This includes corrective and preventative maintenance, construction, carpentry, painting, installing and reconfiguring modular furniture and minor remodeling projects for City facilities. Prepares operational plan for each project; determines staffing, equipment and materials needed, working from engineering drawings, blueprints, and specifications; determines the need for and arranges outside vendors or contract work for specialized service needs, maintenance, and repairs, as necessary. Assigns, supervises, trains, advises, and evaluates the work of Public Works facilities and custodial staff, and other staff as assigned; initiates and implements disciplinary actions, conducts employee performance evaluations, participates in the selection of new employees, and makes recommendations regarding the transfer and termination of subordinate employees. Schedules work and staff assignments, providing direction and monitoring of work; disseminates work orders to staff. Oversees safety of assigned crews and adherence to City Safety Program policies and procedures. Works collaboratively with the Parks and Facilities Division Manager to establish near and long-range strategic plans and priorities for the City’s facility maintenance needs and the development of related budgets; provides input on the cost of facility maintenance and/or construction projects. Coordinates the development and implementation of facilities maintenance programs across City departments, resolves conflicts and establishes priorities. Analyzes and recommends improvements, repairs and/or replacements to existing equipment, materials, procedures, and operations to improve the efficiency and effectiveness of department operations. May conduct and/or coordinate inspections of buildings, security and energy management systems and other areas of responsibility to assure standards are being met; identifies deficiencies and safety hazards and recommends action to remedy situations; analyzes and recommend improvements, repairs and/or replacements to existing facilities and physical operating systems, including testing and monitoring of fire and life safety systems. Plan and oversee all repair and installation activities. Order parts and maintain required documents. Manage relationships with contractors and service providers.Supports the operation and utilization of Asset Management for planning, scheduling, and documenting work activities of field staff with respect to priorities identified by the Asset Management Plan. Assists with asset management plan development, supporting the identification of asset inventory and condition, calculating business risk evaluations, determining asset net present value and life cycle costs, and developing alternatives for cost-effective operation and maintenance and long-term investment. Supports condition assessment of existing assets to improve and enhance capital improvement planning and budgeting. Operates a motor vehicle regularly to attend meetings, trainings, inspections, and other situations when necessary. Oversees the ADA plan for updating deficiencies in City facilities. Promotes an effective, responsive, and value- based organizational culture. Champions the values of the City through example and accountability. Work is reviewed through results achieved, meetings, spot checks of work in progress and an evaluation of results achieved.Performs or coordinates building maintenance and repairs, such as scheduled general maintenance for HVAC components, plumbing, interior and exterior of all facilities. Responds to requests from the public or tenants regarding maintenance problems. Monitors and performs annual testing of fire and life safety systems, including fire inspections. Works collaboratively with the Parks and Cemetery Supervisor on cross training of Parks/Cemetery and Facility staff. The Parks and Cemetery Supervisor oversees all park and cemetery operations. This position will assist with these duties as needed. Performs other duties as assigned.

The employee is required to stand, walk, and use hands to handle, feel, or operate objects, tools, or controls. The employee is occasionally required to sit, climb, or balance, stoop, kneel, crouch or crawl; and talk or hear.The employee must occasionally lift and/or move up to twenty (20) pounds and rarely team lift and/or move more than fifty (50) pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.TOOLS AND EQUIPMENT USED: Requires frequent use of City vehicles and related equipment; use of computer including asset management software, word processing, data base, internet, and spreadsheet programs, calculator, copy machine, fax machine, and telephone system.May requires the use of hand and power tools, riding and manual lawn mowers, backpack blowers, pressure washers, weed eaters, lawn edger, chain/trimming saws, heavy custodian floor maintenance equipment, paint equipment, small snowplow, and power broom for snow removal on sidewalks. Kubota tractors, mini truck, backhoe. WORK ENVIRONMENT: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.While performing the duties of this job, the employee frequently works in outside weather conditions; near moving mechanical parts; vibrations; exposed to fumes, airborne particle, chemicals, occasionally works in high, precarious places and is occasionally exposed to wet conditions. The employee is frequently exposed to adverse weather conditions.The noise level in the work environment is usually moderate, except during certain maintenance duties when noise levels may be loud.Employees in this position are required to work in areas or around equipment which may meet or exceed the OSHA Hearing Conservation sound level.
