Department of Occupational and Environmental Health, Force Development Division Curriculum Developer (24-28 OED Curriculum Developer)INTRODUCTION:The 711th Human Performance Wing (711 HPW), headquartered at Wright -Patterson Air Force Base in Ohio, is the first human-centric warfare wing to consolidate human performance research, education and consultation under a single organization. Established under the Air Force Research Laboratory, the 711 HPW is comprised of the Airman Systems Directorate (RH) and the United States Air Force School of Aerospace Medicine (USAFSAM). The Wing delivers unparalleled capability to the Air Force through a combination of world class infrastructure and expertise of its diverse workforce of military, civilian and contractor personnel encompassing 75 occupational specialties including science and engineering, occupational health and safety, medical professions, technicians, educators, and business operations and support.DESCRIPTION OF SERVICES:The contractor shall meet all requirements per the basic contract and provide a professionally and technically qualified individual to perform all tasks in the following paragraphs to fulfill the requirements of this task order.The scope of this effort is to provide technical support services for the United States Air Force School of Aerospace Medicine, Department of Occupational and Environmental Health, Force Development Division (USAFSAM/OED). Technical support involves designing, drafting, and validating distance learning and in-residence courses, and supporting Utilization and Training Workshop activities and associated Career Field Education and Training Plan development and validation. Technical training materials subjects include health risk assessment, occupational and environmental health site assessment, radiological health, Bioenvironmental Engineering (BE) response operations, and other related subjects. Support will require contractor personnel to interface with students, USAFSAM staff, 711th HPW and USAF Surgeon General Staff. All contractor personnel supporting this task order shall be technically and professionally qualified in the application of the Air Force Instructional Systems Development (ISD) process and must have a solid working knowledge of the Air Force’s Bioenvironmental Engineering career field.Mandatory Qualifications:
  • The contractor shall possess a minimum of a bachelor’s degree in industrial Hygiene, Environmental Science, Occupational Health, or a related field.
 
  • The contractor shall possess a minimum of 5 years of equivalent work experience in the Bioenvironmental Engineering career field.
 
  • The contractor shall demonstrate a minimum of 5 years of experience conducting Health Risk Assessments and managing/implementing Occupational and Environmental Health Programs in the Department of Defense, along with an in-depth knowledge of industry wide best practices in industrial hygiene.
 
  • The contractor shall possess and demonstrate experience developing training materials using a formal Instructional System Design model, such as ADDIE (Analyze, Design, Develop, Implement, and Evaluate).
 
  • The contractor shall demonstrate strong data analytical skills and experience using related software such as Microsoft Excel, PowerPoint, SharePoint, Blackboard, or other similar tools to identify and assess OEH data and must possess typing skills and a working knowledge of the use of Microsoft Office to include, but not limited to, Word, Excel, and PowerPoint programs.
 
  • The contractor shall demonstrate strong written and verbal communication skills and demonstrate experience communicating with senior Air Force or DoD leaders to advocate courses of action to improve program performance and/or data quality.
 
  • The contractor shall possess strong filing and organizational skills to maintain and update files and records.
 
  • The contractor shall have the ability to work/perform independently.
 
  • The contractor employee shall have a signed Non-Disclosure Agreement (NDA) in place with their company based on the potential access to confidential, proprietary, and/or sensitive information. NDA shall be provided to the Government Program Manager by start of performance. All products and electronic files resulting from this contract effort will become the property of the United States Air Force (USAF).
 
  • The government may consider an exception for education and/or experience requirement on a case-by-case basis.
Highly Desired Qualifications: 
  • Experience developing Career Development Course (CDC) and Qualification Training Packages (QTPs.)
 
  • Experience designing online training materials using software such as Tableau, Python, Power BI, or other similar tools.
Tasks: 
  • The contractor shall create and update Career Development Courses (CDCs) and Qualification Training Packages (QTPs) or equivalent.
 
  • The contractor shall use an instructional systems development approach in the planning, application, design, and maintenance of formal training material.
 
  • The contractor shall accurately identify the objective and knowledge levels in the Career Field Education and Training Plan/Specialty Training Standard (CFETP/STS).
  • The contractor shall analyze and validate course content and curriculum for assigned courses and recommend effective formal training strategies for the CDCs.
 
  • The contractor shall design, review, and revise test items as necessary to meet instructional objectives regarding the CDCs.
 
  • The contractor shall ensure CDCs are consistent with USAF instructional philosophy, policy, operational need, and mission strategic goals outlined in DAFH 36-2675, Information for Designers of Instructional Systems, DAFI 36-2670 Total Force Development; Guide for Authors: Standards for Course Development.
 
  • The contractor shall respond to external and internal customer needs/requests as applicable. These efforts may require researching instructional materials and regulations or contacting other subject matter experts (SMEs) to obtain and disseminate proper and accurate information in regard to the CDCs/QTPs. The contractor shall provide initial update to requests within three (3) duty days.
 
  • The contractor shall review and edit course content to include style, format, and emphasis of CDC and QTP instructional materials to meet educational standards. Additionally, the contractor shall analyze the learning objectives and corresponding measurement instruments to ensure currency and effective measurement of the objectives that are also supported by the CDC material content. The contractor shall verify reliability, validity, and cut-off scores through complete and comprehensive analysis of the test.
 
  • The contractor shall provide training product development in support of additional courses to include coordinating and/or reviewing instructional material with Instructional Systems Specialists (ISS), drafting or co-drafting materials for inclusion in Specialty/Course Training Standards, Study Guide/Workbooks, Plans of Instruction, presentation materials or other learning aids, and measurement devices (written tests, progress checks, etc.) for Bioenvironmental Engineer courses.
 
  • The contractor shall work closely with assigned SMEs, Division-level leadership, and ISS personnel to ensure training curriculum aligns with stipulated USAF requirements and career field needs.
 
  • The contractor shall perform required administrative activities including, but not limited to, correcting grammar, spelling, syntax, and formatting to accurately prepare, review, and edit written curriculum.
 
  • The contractor shall maintain and update files and records.
 
  • The contractor shall assist with additional division projects to include development of office continuity documents, supporting Utilization and Training Workshops by recording/validating discussions and collating final minutes, and processing Career Field Education and Training documents.
 
  • The contractor shall create training plans and conduct or provide guidance in conducting the validation phase of the ISD process to ensure effectiveness in meeting course objectives and required proficiency levels for newly implemented courses.
 
  • The contractor shall apply all components of the ADDIE (Analyze, Design, Develop, Implement, and Evaluate) Instructional System Design model.
  • The contractor shall utilize modeling software tools provided by the government as necessary.
 
  • The contractor shall attend all meetings as requested.
 
  • The contractor shall analyze student feedback from end-of-course evaluations and field surveys to assess the effectiveness of training materials. The contractor shall provide written recommendations to the applicable USAFSAM/OED for improving the courseware using ISD principles.
BASE SUPPORT:The contractor shall be provided office/laboratory space, furniture and equipment, routine office supplies, computer hardware and software necessary to perform tasks described in this performance work statement. The government will also provide telephone service and access to a fax machine (or equivalent scan/email capability) and a copier as required. All software and hardware, passwords/access to military Internet/E-mail and applicable database will be available within the scope of the contract. The Contractor shall comply with local, AF and DoD policies.GENERAL INFORMATION:Work will be accomplished at 2510 5th Street, Bldg. 840, Wright-Patterson AFB, OH 45433 beginning on 23 September 2024. Temporary alternate work locations may be assigned as circumstances dictate and must be authorized by the Contracting Officer Representative (COR).Work schedule is normally Monday – Friday, 7:30 AM – 4:30 PM (ET). However, there may be times when it is necessary for the contractor to work after duty hours in support of specific tasks. Although schedule may have to be flexible, it will not exceed 40 hours per week.U.S. Citizenship:Employee must be a U.S. citizen. For the purpose of base and network access, possession of a permanent resident card (“Green Card”) does not equate to U.S. citizenship.TRAVEL:No travel is anticipated for tis effort.SECURITY:
All contractor personnel require a minimum of a Tier 1 background check (T1)/SF85 for any position that requires access to the internet, use of automated information systems to cover standalone computers or unescorted entry into restricted or controlled areas prior to reporting for duty in support of any requirement. The investigation is not for a security clearance; it is for a position of trust. This is a mandatory requirement set forth in DoDM 5200.02_AFMAN 16-1405, Air Force Personnel Security Program. All documentation required for security certification shall be the responsibility of the contractor.
The contractor shall provide OPSEC protection for all sensitive/critical information and indicators involved in execution of this contract/Task Order, as defined by AFI 10-701 (Operations Security). 711 HPW Critical Information and Indicators are protected under the 711 HPW Operations Security Program and the 711 HPW Critical Information and Indicators List (CIIL). Contractor employees granted access to critical information and indicators shall be provided initial OPSEC training by the 711 HPW OPSEC Coordinator upon in-processing and prior to being granted access to CIIL items related to the contract/Task Order. The contractor shall also participate in 711 HPW’s annual OPSEC training and education programs, which includes periodic updates and refresher training on CIIL items applicable to the contract/Task Order. The 711 HPW OPSEC coordinator shall evaluate the OPSEC posture of AF contract activities and operations.Deliverable:Contractor Progress, Status and Management Report (PSMR).On a monthly basis, the contractor shall provide a status report. The information will be on project status and describe the work accomplished. The contractor shall also identify any issues/problems anticipated in schedule or cost ceiling during the next reporting period.The report shall have five sections: 
  1. Project Title, Time Period of report, Date
 
  1. Performance: Current status of deliverables, measured against project expectations.
 
  1. Schedule: Have scheduled activities and milestones been completed on or before time, and impact of delays.
 
  1. Costs: Are there any actual or significant deviations, are significant costs adequately explained in terms of project plans? (i.e., large initial equipment purchase, followed by labor related costs.)
 
  1. Risk: Are there known or anticipated opportunities or events that will or can affect project.
Technical Report – Study/Services: 
  • All reports and data shall be submitted in a non-proprietary, easily transferrable format and when required in DTIC format.
 
  • All reports, data, findings and literature shall be property of the Government. The contractor shall not reuse or distribute project information without the express permission of the Government.
