INTRODUCTION :

The 711th Human Performance Wing (711 HPW), headquartered at Wright -Patterson Air Force Base in Ohio, is the first human-centric warfare wing to consolidate human performance research, education, and consultation under a single organization. Established under the Air Force Research Laboratory, the 711 HPW is comprised of the Human Effectiveness Directorate (RH), and the United States Air Force School of Aerospace Medicine (USAFSAM). The wing delivers unparalleled capabilities to the Air Force through a combination of world-class infrastructure, diverse military, civilian, and contractor expertise, which encompasses 75 occupational specialties including science & engineering, occupational health & safety, medical professions, technicians, educators, and business operations & support.
DESCRIPTION OF SERVICES :

The contractor shall meet all requirements per the basic contract and provide professionally and technically qualified individual(s) to perform all tasks in the following paragraphs to fulfill the requirements of this contract.

The contractor shall manage the participation of human subjects in RHB scientific research, with a specific focus on projects involving military personnel. The contractor shall develop a deep understanding of military-specific IRB restrictions, as well as effectively liaise with military units and command structures. The contractor shall ensure ethical conduct and compliance with all relevant regulations while facilitating smooth communication and logistical arrangements for research studies.
Mandatory Qualifications :
  • The contractor employee shall possess a Master's Degree in a STEM or related relevant field with at least two (2) years' work experience in clinical research or human subject coordination within a military context. A Bachelor's Degree in a STEM or related relevant field with significant relevant experience may be considered in lieu of a Master's Degree.
  • The contractor employee shall possess exceptional organizational and project management skills, with the ability to manage multiple research projects and prioritize effectively in consultation with division points of contact.
  • The contractor employee shall be proficient in all applications of Microsoft Office including Word, Outlook, PowerPoint, and Excel.
  • The contractor employee shall demonstrate direct experience with liaising with military units, including gaining approvals from unit commanders and navigating military-specific legal and regulatory environments.
  • The contractor employee shall demonstrate proficiency in managing the complexities of recruitment, consenting processes, and logistical coordination in a military setting.
  • The contractor employee shall possess the willingness and ability to travel extensively to facilitate face-to-face interactions and support recruitment efforts.
  • The contractor employee shall possess the ability to understand and translate military-specific "legalese" to facilitate the signing of support letters by unit commanders, minimizing delays.
  • The contractor employee shall possess strong interpersonal and communication skills for effective interaction with military personnel, unit commanders, principal investigators, and unit points of contact.
  • The contractor employee shall be detail-oriented with a commitment to maintaining high standards of ethics and research quality.
  • The contractor employee shall have a signed Non-Disclosure Agreement (NDA) in place with their company based on the potential access to confidential, proprietary, and/or sensitive information. NDA shall be provided to the Government Program Manager by start of performance.

Highly Desired Qualifications :
  • Prior military service.
  • Certification in Human Subjects Protection (e.g., CITI Program).
  • Certified Clinical Research Coordinator (CCRC) or Certified Clinical Research Associate (CCRA) is a plus.

Tasks :
  • The contractor employee shall implement strategies for the recruitment of military human subjects and coordinate with unit commanders and Division points of contact to identify units willing to participate and obtain necessary approvals.
  • The contractor employee shall ensure compliance with military-specific IRB regulations and guidelines.
  • The contractor employee shall serve as the main point of contact for legal teams (both internal and external) regarding the preparation and simplification of support letters and other legal documents.
  • The contractor employee shall travel as necessary to meet with unit commanders, facilitate participant consenting at various locations, and strengthen relationships with participating units.
  • The contractor employee shall assist in data management tasks and maintain comprehensive records of study activities, ensuring accuracy and confidentiality.
  • The contractor employee shall stay informed about military-specific regulations, standards, and best practices in human subject research.
  • The contractor employee shall execute work in various settings, including military bases, hospitals, clinics, and research facilities, depending on study requirements.

BASE SUPPORT :

The contractor shall be provided office/laboratory space, furniture and equipment, routine office/laboratory supplies, computer hardware and software necessary to perform tasks described in this performance work statement. The government will also provide telephone service and access to a fax machine and a copier as required. All software and hardware, passwords/access to military Internet/E-mail and applicable database will be available within the scope of the contract. The contractor shall comply with local, AF and DoD policies.
GENERAL INFORMATION :

Work will be accomplished at 2800 Q Street, Bldg. 837, WPAFB, OH 45433 beginning on 12 August 2024. Temporary alternate work locations may be assigned as circumstances dictate by the Contracting Officer Representative.

Work schedule is normally Monday - Friday, 7:30 AM - 4:30 PM; however, there will likely be times when it is necessary for the contractor to work after duty hours, including evenings and weekends, in support of specific tasks. Although schedule will have to be flexible, it will not exceed 40 hours per week.
U.S. Citizenship:

Employee must be a U.S. citizen. For the purpose of base and network access, possession of a permanent resident card ("Green Card") does not equate to U.S. citizenship.
TRAVEL :

Contractor will be required to travel when authorized to participate in customer business line related travel, to include meetings and conferences, to fulfill respective mission goals. Such travel will only be as directed and coordinated through the Government two weeks in advance of all contractor travel in order to obtain proper authorizations. The specific travel locations, duration, and number of trips will be upon direction of the Government without modification to the task order, as long as adequate travel funding is available in accordance with the resulting task order. When travel is identified, the contractor shall provide an estimate of all travel costs by location, broken out by item, to the Reef System's Program Manager and Government for review prior to travel.
SECURITY :

Individual SECRET Clearances IAW DD254. The Contractor shall obtain a U.S. security clearance at the minimum level of "Secret" for all contractor personnel required to have access to classified information or require IT-II level access. Onsite contractor personnel should have an active clearance prior to reporting for duty in support of any task order. Interim clearances for newly hired personnel shall be processed as expeditiously as possible since some contractor personnel will be required to utilize the SIPRNET and process classified materials; however, this will be on a case-by-case basis. Such clearance must be obtained through the Defense Investigative Services.

The contractor shall provide OPSEC protection for all sensitive/critical information and indicators involved in execution of this contract, as defined by AFI 10-701 (Operations Security). 711 HPW Critical Information and Indicators are protected under the 711 HPW Operations Security Program and the 711 HPW Critical Information and Indicators List (CIIL). Contractor employees granted access to critical information and indicators shall be provided initial OPSEC training by the 711 HPW OPSEC Coordinator upon in-processing and prior to being granted access to CIIL items related to the contract. The contractor shall also participate in 711 HPW's annual OPSEC training and education programs, which includes periodic updates and refresher training on CIIL items applicable to the contract. The 711 HPW OPSEC coordinator shall evaluate the OPSEC posture of AF contract activities and operations.
