About the role

The Quality Assurance Specialist (QAS) are responsible for compliance by Covanta Field Services (CFS) to ensure boiler and pressure vessel repairs are performed as per the requirements defined by the ASME Boiler and Pressure Vessel Code specifications and the criteria for inspection, documentation, and protocols followed by the National Board of Boiler and Pressure Vessel Inspectors (NBIC). The QAS are responsible to assure full compliance under the above codes and standards for all work performed under the NBIC "R" and ASME "S" & "U" Stamp programs held by Covanta Projects, LLC. and executed by the CFS Department. This work is not limited to Covanta employees, but all workers qualified to work under the Stamps jurisdiction and certified by the required testing procedures. The QAS are required to verify all such work, identify non-compliance issues, help to resolve these in a cost effective and timely fashion and maintain the integrity and trust implied under the NBIC & ASME Stamp programs. The QAS report to the Quality Assurance Manager. Pressure part failures are the largest cause of unscheduled downtime in our EfW plants. Effective planning and execution of welding inspections, proper fit up of materials, and oversight of repair and pressure part component installations are critical to reducing failures and improving quality work performed on EFW boilers.

DUTIES/RESPONSIBILITIES:

* 1. Implement the Covanta QA/QC Program throughout company shop and field sites as scheduled.

* 2. Assure that all Code Requirements and specifications, related to fabrications, assemblies, material control, storage and examinations are initiated.

* 3. Verify Purchase Order verbiage is in accordance with ASME code requirements when performing code material receiving inspections.

* 4. Manage all incoming and outgoing code material, pressure, and non-pressure parts assemblies, and GMAW, GTAW, and SMAW welding electrodes.

* 5. Maintain liaison with the Authorized Inspector (AI), Clients, and Clients Inspectors.

* 6. Assist AI and Client's inspectors in on-site inspections and documentation reviews.

* 7. Assign mandated Hold Points for inspections in concurrence with the Authorized Inspector, (AI).

* 8. Notify AI of approaching Hold Point Inspections.

* 9. Conduct vender surveillance inspections when required.

* 10. Be available to perform internal (including OSHA determined Confined Space Entry) and external Boiler inspections.

* 11. Monitor NDE performance, review and maintain copies of NDE personnel certification records.

* 12. Initiate and maintain records per Code, specifications, and contract requirements for in-process inspections and work completed.

* 13. Perform and/or audit receiving inspections records on Code and non-code materials.

* 14. Initiate, review and verify resolutions for Non-conforming Reports.

* 15. Request as needed, the Quality Assurance Manager to resolve any conflicts of interpretation in the applicable codes, specifications, drawings, purchase order contracts and program problems.

* 16. Supervise and direct Subcontracted Heat Treat and NDE Companies and companies performing controlled process activities.

REQUIREMENTS (Education, Skills, Certificate, Licenses, Experience):

* Safe working skills.

* Technical Report writing, presentation, organization, and people skills.

* Motivated, self-starter with ability and tenacity to solve problems.

* Knowledge and ability to use inspection tools, specialized equipment, and

procedures.

* Basic computer skills with Solid PC skills and experience with Excel, Word, Power Point, etc.

* Customer focused.

* Good communication skills with the ability to communicate effectively and easily with management/ employees at different levels of the organization in the office

or remotely. Qualifications:

* High School diploma or equivalent.

* Minimum 5 years in ASME Section I, V, VIII Div.1, IX, and NBIC work experience.

WORK ENVIRONMENT:

* Field inspection work requires 12-hour shifts during facility boiler outages.

* Boiler outage inspections comprise of 80% or greater of work effort.

* Office work comprises of 10% or greater of work effort.

* Approximately 80% or greater travel can be expected.

* Occasional off shift work and weekends will be required.
