Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.
This position will manage and align multiphase agency-wide projects, in close collaboration with all LAHSA departments, other project managers, and other system partners within the City and County, when necessary. The Project Manager is responsible for the successful planning, execution, and completion of various projects critical to the ongoing operations and continued development of the Project Management Office.
To be successful in this position, candidates will bring strong analytic project management experience, meticulous organization and attention to detail, and a desire to seek out and create effective solutions to challenges that are often ambiguous and nuanced. Preferred candidates will be entrepreneurial self-starters who bring creativity and curiosity to the problem-solving process. Candidates with a passion for addressing and ending homelessness are strongly preferred.

Essential Job Functions - Simultaneously manage multiple projects from inception to completion with cross-functional teams.
- Create and maintain clear project management tools and protocols.
- Define project scope and timeline in collaboration with project stakeholders.
- Maintain updated project plans for all current assignments.
- Collaborate with organizational leadership to build buy-in and commitment of resources for current initiatives.
- Consistently and comprehensively communicate with project stakeholders to ensure shared understanding of critical dates and deliverables.
- Actively manage and clearly communicate expectations of deliverables and timeline.
- Proactively manage and escalate risks throughout the project lifecycle.
- Maintain process and documentation for request, tracking, and approving changes to project scope, deliverables and/or timeline.
- Successful application of the PMO's policies, procedures, and standards.
- Facilitate meetings or working groups of project participants as needed.
- Other duties as assigned.
Knowledge, Skills & Abilities - Excellent project management fundamentals, with a track record of successfully executing high-visibility projects on time and on budget.
- Meticulous organizational skills and attention to detail.
- Familiarity with project management software tools.
- Excellent people skills, specifically a capacity for collaboration and interpersonal relationships; facilitation experience preferred.
- Ability to perform and lead in a team-based project management environment.
- Expert problem solving, prioritization, and decision-making capabilities.
- Skilled juggler, with the ability to meet manage and meet multiple competing deadlines.
- Clear and effective communicator both orally and in writing; presentation experience preferred
- Knowledge of systems and programs that address and prevent homelessness.
- Intermediate and advanced level of ability with software programs specifically, Smartsheet and Microsoft Office (Word, Excel, Teams, Power Point and Outlook).
Training & Experience - Proven professional experience and educational background.
Schedule - The Chief Executive Officer or designee may change the schedule of positions between remote, hybrid, and onsite, as necessary, to accomplish LAHSA's business needs.

Public Service Loan Forgiveness (PSLF) Program Eligibility LAHSA is considered a government employer for the PSLF Program.
Pension Plan LAHSA provides a 401A pension plan through Lincoln Financial. After 6 months of employment, employees are eligible for contributions of 5% of the employee's salary with a qualification date of 500 hours or 6 months after the date of hire.
Deferred Compensation Plan LAHSA provides a 457 Deferred Compensation plan through Lincoln Financial. Employees may elect to defer up to IRS maximum limit per year of their earned salary for income tax purposes.
Time Off Administrative Leave Executive Director, chiefs, and directors receive five (5) days of admin leave each calendar year in addition to the time-off below.
Vacation Vacation is earned according to each month of service commencing with the employee's initial date of hire.
- Less than five (5) years of employment, eighty (80) hours per year.
- Five (5) to ten (10) years of employment, one hundred twenty (120) hours per year.
- More than ten (10) years of employment, the one hundred twenty (120) hour total shall be supplemented by one (1) workday of paid leave for each twelve (12) months greater than one hundred twenty (120) months of employment. This vacation accrual is capped at twenty (20) workdays per year
Maximum accrual of vacation leave is 200 hours.
Sick Leave Full-time employees accrue sick leave at a rate of 12 days per year. Maximum accrual of sick leave is 160 hours.
