The Rhode Island Department of Elementary and Secondary Education (RIDE) is committed to delivering exceptional client experiences and staying at the forefront of technology. As RIDE continues to grow, we recognize the need for a visionary leader to transform our Data and Technology office and drive innovation. We are seeking an accomplished Director of the Office of Data and Technology Services to provide strategic leadership and vision for the Information Technology (IT) office, aligning technology initiatives with the overall mission and values of the agency. The ideal candidate will be responsible for shaping our technology strategy, driving digital transformation, and ensuring seamless operations across all IT functions.
The Director is also responsible for managing the states data management infrastructure, working in collaboration with agency offices to improve data collection and application, and supporting districts and schools in managing their data. This role reports directly to the Deputy Commissioner for System Transformation and collaborates closely with other senior leaders.DEPARTMENT OF ELEMENTARY AND SECONDARY EDUCATION NON-CLASSIFIED JOB DESCRIPTIONTITLE: DIRECTOR, OFFICE OF DATA AND TECHNOLOGY SERVICESORGANIZATIONAL CENTER: This position is located in the Division of System Transformation, overseeing the Office of Data and Technology Services. The position reports to the Deputy Commissioner for System Transformation. GENERAL STATEMENT OF DUTIES: The incumbent is responsible for leading, managing, and supporting the agencys development and implementation of data systems and IT structures to support teaching and learning outcomes for Rhode Islands students and to support the agency in fulfilling all state and federal reporting requirements.
This work will support the agency in monitoring, evaluating and generating insights to which strategies are best advancing the aforementioned goals.LEADERSHIP, MANAGEMENT AND COLLABORATION: The functions of leadership, management and collaboration are to be integrated so as to achieve both product and process objectives. Teamwork and mutually supportive methods are ascribed as successful outcomes and are necessary for providing high quality service and achieving high standards of performance. Work must be conducted in ways that include and involve those who have a stake in the outcome and must ensure that issues related to equity and special needs are addressed in a comprehensive fashion. Must work in collaboration with other team members to support the Departments strategic plans priorities, including extensive work with cross-functional teams and with community stakeholders.SUPERVISION RECEIVED: Works in cooperation with colleagues with considerable latitude for the exercise of initiative and independent judgment; work is reviewed for results obtained and on the extent to which collaborative processes are used in achieving results.
The Director is subject to an annual performance assessment.SUPERVISION EXERCISED: Facilitates, directs, coordinates and assesses the work of professional, technical, and support staff. Work is reviewed in process, as necessary, and upon completion for achievement of desired results and on collaborative processes used in achieving results.ILLUSTRATIVE EXAMPLES OF WORK PERFORMED AND ESSENTIAL FUNCTIONS: Implements and oversees statewide plans to ensure that data are used across all platforms that are part of the enterprise system, monitors use, and makes recommendations for adjustments based on formative feedback.Manages the development, analysis, and communication of RIDEs school accountability system, including the publication of the annual school report cards.Monitors network and desktop structures in order to provide a reliable and secure information technology infrastructure that RIDE users may depend on in order to carry out their specified mission(s).Develops trainings, supports, and other forms of technical assistance for Local Education Agencies to improve the effectiveness, efficiency, and quality of data collections, and promote the use of data to inform decisions designed to improve learning and teaching.Leading the statewide transition to an interoperable data standard.Oversees the analysis of key educational data sets to understand statewide trends in teaching and learning, progress against statewide goals, and inform key educational policies and decisions. Works with agency leadership and program office staff to enhance their processes and skills needed to collect and analyze data and information to make data driven decisions, such as leveraging data visualizations.Establishes research practice partnerships to inform programmatic investments and teaching and learning outcomes.Develops, oversees, and coordinates cross-agency systems and structures to: improve or maintain data quality and data integrity; improve of data and metadata policies and processes; determine and monitor enterprise-wide architectural decisions and design; and work in partnership to develop and implement protocols and procedures to guide RIDE responses to data requests from the media, the public, the education community, researchers, and government agencies.Works with information technology staff to lead RIDEs IT internal systems and supports.Oversees and is responsible for the collection, analysis and timely submission of all applicable state and federal data reports.Oversees the development of policies on data privacy and data security.Provides an on-line help desk system in order to provide reliable desktop support services to RIDE staff.Keeps abreast of individual departmental information technology needs in order to plan for future goals of the organization.Meets regularly with staff to provide updates on the direction and goals of the agency. Performs related work as assigned.
