Position Summary
The Facilities Project Manager, working within the Facilities and Capital Planning Department, oversees all phases of new construction and renovation projects. This role involves preparing budget estimates and reports, as well as project and contract documents. The Facilities Project Manager supervises and selects external design professionals, oversees the preparation of construction documents, and manages the contractor selection process. Additionally, this roles leads the project team through both the design and construction phases. Often, this position requires the oversight and coordination of multiple related projects, managed by different project managers, such as those involving labs or housing.
This position is offered as a hybrid role, combining both in-office and remote work to provide flexibility and support collaboration. Per Rice policy 440, work arrangements may be subject to change.
This role is classified as an essential position, requiring on-site presence to effectively carry out its vital functions as assigned by the department or Emergency Management Team
This is a full-time, benefits eligible position and the hiring range is from $90,000 to $100,450 . *Exempt (salaried) positions under FLSA are not eligible for overtime.
Minimum Requirements

• Bachelor's Degree
• 3 years work experience as a design, operations or construction engineer in higher education or healthcare projects or other related industry
  • In lieu of the experience requirement, additional related education above and beyond what is required, on an equivalent year-for-year basis may be substituted
• Skills
  • Effective written, presentation, and verbal communication - especially in communicating technical issues to a wide variety of audiences
  • Effectively collaborate across disciplines
  • Knowledge in technical discipline/domain needed to deliver projects
  • Must exhibit resilience, diplomacy, influence, relationship building, and problem-solving skills in a variety of situations
  • Highly team and quality-oriented

Preferences

• Experience with energy efficient or LEED certified mechanical design.
• Experience with building automation and controls systems integration.
• Experience with project management information management systems
• Experience with office and construction productivity software (Microsoft, Adobe, Procure etc.)

Essential Functions

• Assist with defining design criteria, scope definition and justification, and developing design concepts for all University projects
• Assist with the feasibility review of all new projects
• Demonstrated ability to meet deadlines
• Leads design and development of new projects and studies of architectural programming and space utilization
• Performs the full range of project management cycle: initiating, planning, executing, monitoring and controlling, and closing
• Independently leads and directs projects requiring high levels of functional integration and involving multiple disciplines to be managed
• Directs development of an action plan, and estimate requirements for resources, including management, labor, materials, and time required to complete project
• Researches and recommends new methods of construction or building materials to ensure that updated procedures or cost effective alternates are applied
• Investigates installation failures and recommend corrections
• Participates in developing/updating project management procedures and standards with other department staff
• Completes special projects as needed
• Performs all other duties as assigned

Additional Functions

• Documentation as called upon to summarize Building & Grounds Committee or related Subcommittee meetings

Workplace Requirements

• Ability to conduct frequent construction site inspections at many locations, both on and off campus.
• Ability to lift 20 lbs
• Must be able to climb a ladder and/or stairs
• Must be able and willing to enter all university spaces
