GENERAL DESCRIPTION
Performs difficult professional and administrative work managing Greenway and Blueway planning, support services, parks planning and design, mapping, easement and grant programs. Work is performed under the Assistant Director of Parks and supervision is exercised over employees in the Greenway and Blueway Planning team. Assistance is provided in the development and implementation of the Department’s Capital Improvement Program (CIP) and Capital Maintenance Program (CMP). Performs other duties as assigned.
ESSENTIAL JOB FUNCTIONS
Manages the Greenway and Blueway Planning team and oversees the development of studies, analyses and recommendations involving greenways, blueways, open space and natural resources
Oversees the parks planning and design program, GIS mapping and AutoCAD plan preparation in support of departmental projects
Serves as project manager on selected park development projects
Coordinates, monitors and/or reviews the work of consultants, contractors and other county departments on park development projects
Prepares contracts, bid packages, cost estimates, etc. on selected park development projects
Oversees the parks easement program and coordinates easement-related development on county park lands
Oversees the departmental grant preparation, administration and implementation program as it pertains to federal, state and/or local grants that provide funding assistance for park development projects
Assists in the development, administration and implementation of the Department's Capital Improvement Program (CIP) and Capital Maintenance Program (CMP), and is responsible for preparation and presentation of the Department's annual CIP requests
Assists with administrative tasks including personnel and budget administration
Reviews project development requests forwarded by the Department of Community Development for potential impacts to County-owned park lands
May serve as Assistant Director of Parks in his/her absence
REQUIREMENTS/PREFERENCES
Education
Required: Bachelors degree from an accredited college or university with major coursework in urban and regional planning, environmental planning, landscape architecture, civil engineering, geography or a related field.
Preferred: Masters Degree in planning, landscape architecture or a related field.
Experience
Required: Five (5) years professional experience in planning, design, administration and project management on park development projects preferably within the local government context or supplemented by local government experience.
Preferred: One or more years of supervisory experience
Certifications/ Licenses
Required: Valid Virginia driver's license with good driving record.
Preferred: Licensure as a Landscape Architect in Commonwealth of Virginia
Knowledge, Skills and Abilities
Comprehensive knowledge of local government planning preferably within the context of a parks and recreation agency or organization
Comprehensive knowledge of the principles and practices of urban and regional planning, environmental planning, landscape architecture, geography and civil engineering
Thorough knowledge of planning and design practices for the development of greenways, blueways and park trail systems, supplemented by thorough knowledge of environmental and natural resource issues
Thorough knowledge in research, writing and management of grants associated with the development of parks facilities
Thorough knowledge of land use planning and design, and land development concepts
Considerable ability to oversee the preparation of plans, maps and graphic exhibits using AutoCAD, ArcGIS and Adobe Photoshop software, including considerable skills in the use of these types of software
Ability to prepare contracts, bid packages and cost estimates
Ability to coordinate the work of consultants and contractors on park development projects
Ability to plan, direct and manage the activities of subordinates
Ability to communicate complex ideas and to present technical information clearly and concisely, graphically, orally and in writing to both professional and nonprofessional groups
