The CPS Supervisor - Foster Care will be responsible for oversight of the Substitute Care Team. This team includes out of home placements, foster care licensing, court ordered and voluntary kinship care, independent living, and Family Find and Engagement. In collaboration with other CPS leadership and staff, this role will be responsible for keeping children safely together with their family whenever possible and developing alternate placement arrangements when needed. Provides leadership in implementation of Family First efforts, foster parent recruitment, foster parent retention, and community relationships with local agencies. Supervises designated staff and provides consultation, supervision and oversight of case decision-making as appropriate. This position is also part of a larger supervisory team that supports CPS activities such as Access, Initial Assessment, Ongoing Services, and Family Support. Provides after hours CPS supervision on a rotational basis. Supports and promotes the Mission, Vision and Guiding Principles of the Human Services Department. Performs in a manner consistent with the HSD Leadership Charter, Professional Standards, and “Commitment to My Co-Workers.”45%- Provides oversight and supervision to staff.1. Oversees the Rock County Foster Care program, including foster parent recruitment, retention, training, licensing, etc.
2. Provides supervision, direction, and oversight to staff completing SAFE home studies and providing ongoing foster home support.
3. Provides specific oversight, tracking, and/or approvals for uniform foster care rate setting, kinship care, foster home licensing (relative, child specific, foster home), extraordinary payment requests, trial reunifications, supervised independent living, etc.
4. Support foster parent relationships, including attending retention events, consulting on issues, or providing support when needed.
5. Consults on cases and provides feedback and direction to staff regarding child safety.
6. Provides individual and/or group supervision to monitor performance and facilitate professional development.
7. Promotes family centered and strength based approaches in working with CPS families.
8. Provides oversight for independent living and supervised independent living placements.
9. Responsible for implementation and fidelity of Family Find activities
10. Provides after hours supervisory consultation surrounding safety of children on nights and weekends on a rotating basis
30%- Provides administrative oversight for CPS units.1. Develops, implements, and evaluates program policies and procedures.
2. Assures compliance with all relevant administrative codes (48, 56, 58) and applicable laws and statutes.
3. Monitors units and staff productivity and works to maximize efficiency wherever possible.
4. Interviews, selects, supervises, discipline and evaluates assigned staff according to HSD and Rock County procedures.
20%- Collaborates with internal and external partners to assure coordination of services.1. Participates as a member of the Child Protective Services Supervisory team, working collaboratively with colleagues to assure a quality continuum of services for families.
2. Attends Collaborative Review Panels and other case decision making meetings as necessary.
3. Represents the HSD in the community as appropriate including education and community liaison duties with regard to CPS issues/concerns.
4. Communicates and collaborates with staff and supervisors across HSD divisions to assure coordinated efforts to serve families.
5. Consultation with CPS Program Manager on a bi-weekly basis and/or more frequently if required and/or needed.
5%- Performs other duties as assigned.- In the event of a Pubic Emergency, responds as directed by the Human Services Director and/or the Director of Emergency Operations.
