Human Resources Assistant

Reporting to: Director of Human Resources

Location: Harrisburg, PA and remote

Salary Range: $50,000-$90,000 per year

Term: Full Time

Job Overview/Summary: The Human Resource Assistant is responsible for a wide range of administrative duties inside the Human Resources team. The HR Assistant will directly support the Human Resources Director in a wide range of activities such as maintaining and updating employee records, payroll processing, benefits administration, ensuring employee compliance with company policy acknowledgements, posting job positions, on-boarding new employees, and identifying and scheduling employee trainings. The Assistant will also be responsible for identifying and organizing employee appreciation activities as well as community volunteering activities. An important part of the Assistant role is to act as a liaison between Human Resource and employees who encounter Human Resource-related issues, ensuring smooth communication and prompt resolution of requests and questions. The Assistant will also assist in creating policies, processes, and documents.

Job Responsibilities:

  • Assist with day-to-day operations of the HR functions and duties.
  • Provide clerical and administrative support to the Human Resources Director.
  • Compile and update employee records.
  • Assist with the enrollment in, administration of, and record-keeping for company provided benefits.
  • Help monitor employees’ compliance with required acknowledgement of policies and procedures.
  • Identify and organize employee appreciation activities.
  • Identify and organize community volunteering activities for employees to participate in and maintain records of participation.
  • Process documentation and prepare reports relating to personnel activities (staffing, recruitment, training, grievances, performance evaluations, etc.).
  • Coordinate HR projects (meetings, training survey, etc.).
  • Assist in payroll preparation.
  • Properly handle complaints and grievance procedures.
  • Help in communicating process improvements and change initiatives to all employees.
  • Assist the HR Director in maintaining compliance with all EEOC, AAP, and ADA requirements and applicable employment laws, regulations, and policies.
  • Keep informed of matters affecting employee morale; identify and recommend programs to foster positive employee engagement and positive two-way communication between employees and management.
  • Assist employees in obtaining answers and information on a wide range of HR-related concerns, including company benefits, programs, and policies.
  • Monitor employee and manager compliance with the performance review process, identifying and providing access to guidance, tools, and training for managers and employees, as needed.
  • Identify and arrange for the provision of various HR training (open enrollment, performance evaluations, HR best practices, sexual harassment, drug-free workplace, financial wellness etc.).
  • Support the delivery of ad-hoc projects throughout the year which will include research, analysis, and the development of recommendations.
  • Assist in the recruitment processes to drive strong performance in the areas of cost-of-hire, time to fill, aged requisition reduction, candidate and hiring manager satisfaction, diversity hiring and sourcing optimization, including activities such as:
  • Prescreening candidate applications and resumes for required skills, experience, and knowledge to fit position requirements.
  • Assessing potential candidates for fit within position (skills, education, competency, culture alignment).
  • Making referrals to the Human Resource Director and hiring managers and ensuring efficient turn-around activity.
  • Working with the Human Resource Director and hiring managers to develop detailed and compliant job descriptions.
  • Participating in recruitment campaigns, job fairs, college relations programs, general networking, etc., to ensure robust candidate pipeline.
  • Assisting in the development of a network of contacts to help identify and source qualified candidates.
  • Optimizing on-line recruiting resources, employee referrals, network referrals, etc. to identify and recruit “best in class” talent.
  • Organizing and coordinating recruitment process (creating ads, managing on-line postings, scheduling interviews, preparing offer letters).
  • Organize and implement the onboarding process for new hires, prepare new hire paperwork, obtain all required security clearances, conduct orientation, present and explain benefit offerings and provide employees with a welcoming and inclusive experience.
  • Participate in continuous HR improvement initiatives and metrics.
  • Maintain confidentiality and accuracy with HR files and employee relation issues.
  • Handle other HR duties, as assigned.

Job Qualifications and Education:

  • Knowledge of federal, state, and local employment laws and regulations.
  • Knowledge of principles and best practices for recruitment and selection.
  • Excellent listening, verbal, and written communication skills with employees and all levels of management; able to create a working environment of open communication and trust.
  • Highly detail-oriented with excellent organizational skills and multi-tasking abilities.
  • Ability to confidentially manage HR and medical related information and always demonstrate ethical and professional conduct.
  • Experience with visa administration process for F, J, and H visas a plus
  • Strong organizational skills to handle high volumes of work in a fast-paced, rapidly changing environment while maintaining excellent delivery and quality performance.
  • Bachelor’s degree in relevant field or equivalent experience.
  • Minimum of five years of experience in Human Resources.
  • PHR or CP desired.
  • Excellent verbal, written, and interpersonal communication/influence skills required, including reports, presentations, and group facilitation skills.
  • Thorough familiarity with problem analysis and an excellent level of problem-solving capabilities.
  • Must be proficient in Microsoft Office including Word, Excel, & PowerPoint.
  • Must be highly organized and capable of handling multiple tasks concurrently.
  • Must be able to redirect priorities based upon current workload (ability to react to current situations).
  • Demonstrate teamwork in all interactions with coworkers and in the completion of all duties and responsibilities.
  • Demonstrate conceptual thinking and analytical skills with high attention to detail and accuracy.
  • Must be able to perform all functions independently with minimal supervision in a reasonable amount of time.

Education Substitutions:

  • Master's Degree may be substituted for two years of required experience with a bachelor’s degree.
  • Bachelor's Degree may be substituted for four years of required experience with a H.S. Diploma.
  • Associate Degree’s may be substituted for two years of required experience with a H.S. Diploma.
