Rose International is Hiring a Financial Analyst Near Minneapolis, MN

The Minnesota Department of Health is seeking a Financial Analyst to assist with multiple projects as the client organization responds to infectious disease needs. As the Department responds, there will be a number of projects that will require financial and administrative support. This position will assist in fiscal oversight of outgoing grants, invoice processing, purchase orders, and other activities as appropriate. This person is responsible for responding to inquiries from grantees or other stakeholders related to budgets, invoices or payments, for troubleshooting problems and communicating to management any problems or concerns encountered.

Position Responsibilities

Within agency policies and procedures and federal and state laws, rules and guidelines, process assigned invoices for payment in an accurate, efficient and timely manner.

  • Review contractor/grantee records to determine if invoice can be paid according to the approved budget on file.

  • Check POs in the State accounting system to ensure that there are enough funds in the PO to pay the invoice and that the funds are from the proper funding source.

  • Assure proper coding and processing of invoice.

  • Identify any invoice deviations from approved budget or invoice requests that appear to be of concern and follow-up with contractor/grantee, their MDH authorized representative or supervisor as appropriate.

  • Monitor SWIFT and OBIEE reports to assure payments are made correctly and promptly.

  • Record date received, date approved, invoice number, PO number and PO line, date paid, and staff approving on invoices prior to scanning invoice for appropriate filing.

  • Develop and maintain shared files that outline payments made to grantee or contractor.

  • Reconcile spreadsheets with SWIFT/OBIEE to ensure accuracy. Work with Section Management and/or Financial Management staff on any corrections needed.

  • Provide technical consultation to assigned grant managers related to state and department policies, proposed budgets and budget revision issues, as well as invoice processing.

  • Provide financial/budgetary support duties as needed.

  • Process any deposits in a timely manner so that checks are processed according to MDH procedures.

  • Work with the Section Management to ensure all Section funds are managed and used appropriately and according to the rules and regulations that govern them.

  • Ensure that all invoiced hours worked are accounted for using the appropriate tool (bi-weekly federal time reports, time studies, time certification).

  • Assist with and follow up as requested on payments, Purchase Orders, and other financial related activities.

  • Retain all documentation according to current MDH retention schedule.

  • Assist the Section Manager, Assistant Section Manager, Section Management Analyst 4, and Director’s Office staff if appropriate, with various responsibilities to achieve the financial goals and objectives of the Section.

  • Assist with review and edit drafts of budget and financial correspondence, reports, contracts and administrative agreements.

  • Track the status and process of all Annual Plan Agreements assigned so they are encumbered, routed to vendor, and fully executed in a timely manner, according to MDH and Division procedures, and without errors.

  • Provide technical assistance to Division staff as requested.

  • Other duties as assigned.

    Skills and Training

  • Ability to learn government budgeting, accounting and legislative process.

  • Ability to learn of MDH financial policies and procedures.

  • Ability to learn SWIFT/OBIEE MN State financial accounting software.

  • Knowledge of state and federal laws, rules, and regulations related to budgets, reporting and auditing requirements.

  • Knowledge of organizational theory and management principles sufficient to evaluate organizational structure, work methods, systems and procedures.

  • Knowledge of grant programs, funding, reimbursement mechanisms, payment system operations, and accounting functions.

  • Knowledge of and demonstrated ability in the principles and use of spreadsheet and database programs including proficiency in Excel.

  • Knowledge of financial analysis techniques sufficient to prepare, analyze, monitor and review financial activity.

  • Ability to perform statistical computations accurately and consistently.

  • High degree of inter-personal relationship building and communication skills, including the ability to teach, influence, and work collaboratively with others.

  • Ability to use analytical and creative thinking to identify alternatives to unique problems.

  • Ability to develop ideas and present recommendations effectively.

  • Skill in coordinating and executing multiple tasks and activities in order to implement complex projects.

  • Ability to prepare clear and comprehensive letters or reports summarizing findings.

  • Ability to establish and maintain effective working relationships with a wide range of individuals.

  • Ability to work independently and with others is completing or coordination tasks and responsibilities.

  • Degree in finance or accounting would be beneficial.

    Additional Requirements:

    This position researches, compiles, and evaluates data and procedures, summarizes results into clear and concise reports. Many tasks are self-initiated but also require coordination with others. Input and analysis of data, systems and operations are required. This position works closely with the Division’s Financial Unit staff and with the Assistant Director to develop solutions to issues identified.
