Rose Li & Associates is Hiring a Program/Scientific Research Project Manager (Government Grants/Contracts) Near Chevy Chase, MD

Rose Li and Associates, Inc. (RLA), a growing professional services firm based in Chevy Chase, MD, seeks a full-time Project Manager in the Division of Scientific Research & Analysis. In this role, you will provide strategic and tactical program management for RLA's research grants and contracts. To be successful in this role, the PM must be able to manage simple and complex projects on time and within budget, communicate effectively with team members and external clients, and remain focused on the company’s vision for sustainable growth while executing on day-to-day requirements.
Duties and Responsibilities:
Project Management:
  • Lead a team of colleagues and collaborators in defining, implementing, and measuring the tasks necessary for project success
  • Oversee communications, events, and grant competitions, including training and communications for applicants
  • Manage project expenses and staff allocation to stay within the budget, track spending, and work closely with RLA Finance Team to ensure timely and accurate payment processing and reporting
  • Build relationships as necessary for program expansion and stability
Strategic Planning:
  • Anticipate client requirements and needs and stay abreast of industry or technology shifts that will impact RLA’s service delivery and create new business opportunities
  • Contribute to or lead preparation of proposals pertaining to RLA’s services
  • Collaborate with the RLA Senior Leadership Team to integrate services, policies, procedures, and data with those from other RLA lines of business
  • Nurture and maintain client relationships across projects
  • Design and deliver optimized program communications plans, including executive and key partner communications
  • Resolve any prioritization misalignments with stakeholders
  • Oversee events, grant competitions, and leadership meetings, including preparing pre-meeting and program materials, agendas, slide decks, and meeting summaries
Management and Oversight:
  • Manage projects, ensuring delivery of high-quality products on time and within budget
  • Monitor and regularly report on project and team status
  • Proactively identify issues, recommend solutions, and take action toward resolution
  • Submit all reports required by the base contract
  • Manage all consultants and subcontractors on assigned projects
  • Work closely with Finance Team for accurate and timely invoicing and reporting
  • Work with clients and staff to resolve conflicts when necessary
  • Support quality review and events or projects as needed
Required Qualifications (Experience, Knowledge, Skills, and Abilities):
  • Bachelor’s degree in a scientific or technical field
  • 5 years’ experience in program or project management
  • Documented experience related to aging, machine learning/artificial intelligence, economic modeling, technology development/commercialization, environmental science, science policy, neuroscience, health economics, population studies, or epidemiology
  • Exceptional interpersonal and oral and written communication skills, including presentation and meeting facilitation skills
  • Experience with writing clear, succinct reports, project plans, grant proposals, and meeting summaries
  • Excellent attention to detail
  • Professional presence with clients and staff
  • “Can do” attitude and ability to work well in a fast-paced team environment with a flat organizational structure
  • Strong organizational skills and ability to prioritize and complete multiple tasks simultaneously, on time, and with limited oversight
  • Strong critical thinking and problem-solving capacities
  • Demonstrated experience in building systems and policies
  • Proficiency with standard applications, including Microsoft Word, Excel, PowerPoint, Outlook, SharePoint, and Adobe
  • Demonstrated competency with project/resource management software and ability to learn new applications quickly
Preferred Skills and Experience:
  • 5 years leading teams to execute on federal awards or projects
  • Advanced degree in a scientific or technical field
  • Experience in the fields of aging-related technology or artificial intelligence
  • Experience supporting clinical research, particularly in the context of NIH grants or Institutional Review Board submissions
  • Experience stewarding academic manuscripts through the publication process
  • Experience working with remote team members
  • Experience with scaling teams and organizations
  • Experience with qualitative analytical methods
  • Experience with event planning and leading marketing campaigns
Work Location:
This hybrid position requires occasional work out of RLA’s office in Chevy Chase, MD (averaging two days a week). Candidates must have the ability to commute regularly to our office, periodically attend meetings throughout the DC/MD/VA region, and occasionally attend meetings out of town, including foreign travel.
