Train Operations Manager Job Description

FLSA Status: Fulltime Hourly, Non-exempt

Summary: Manages day to day operations of scheduled tourist trains. Supervises DSLEs, Engineers Conductors. Serves as designated official for Canon City Royal Gorge (CRRX) involvement of RGX joint operations.

Essential Functions

· Schedules operating crews to operate all train departures within designated Hours of Service regulations

· Work with Shop Foreman Reservations dept coordinating changes in the consist to optimize use of equipment and maintenance cycles

· Ensures the Passenger Train Emergency Response Plan is properly maintained and updated. Maintains pertinent incident and compliance records. Conducts safety training for all on board personnel to the appropriate level.

· Operates as the designated TSA point of contact for the railroad.

· Issues/cancels or modifies rules or operating procedures as warranted to improve efficiency or safety of the operation. Ensures training on new practices or procedures is provided to all crew members on a timely basis.

· Maintains department financial records for all authorized expenses. Order parts/materials from vendors as needed and ensures proper handling of invoices.

· Delegates work to, and supervises Engineers & Conductors. Oversight of contract personnel to ensure compliance with specifications and safe work practices while on railroad property.

· Conduct training for all covered service employees (GCOR, territory, ABTH, etc). Continually monitor for safety, efficiency and regulatory compliance per CFR 49 part 219.

· Ensures all Hours of Service records for operating employees are up to date.

· Ensures pertinent records are properly maintained per CFR 49 part 240 & 242

· Submits post monthly injury/illness report to FRA

· Work with Rock & Rail (RRRR) to coordinate movements of other trains on RGX subdivision.

· Updates joint timetable/general orders as needed to remain current

· Conduct accident/incident investigations from Emergency Response plan. Maintains required records.

· Monitor updates in FRA regulations to determine if/how it will affect the railroad and respond accordingly.

Education/Minimum Requirements

· Bachelor’s degree or equivalent combination of education and experience. Passenger railroad operations management experience preferable.

· Minimum five (5) years’ experience in railroad industry

· Certified Engineer and Conductor with ability to become a DSLE (Designated Supervisor of Locomotive Engineers)

· Ability to pass Drug/Alcohol screening and physical

· Valid Driver’s License

Knowledge

· Strong organizational skills to prioritize work and maintain detailed records as required by law.

· Ability to attain and maintain compliance with all FRA rules and regulations. Liaison with FRA officials.

· Ensures train operations are conducted in a safe manner at all times.

· Maintains Passenger Train Emergency Response Plan

· Ability to delegate tasks, directing and motivating 10 – 15 proprietary staff. Creates a strong team work environment with other company personnel.

· Skilled in communicating contract specifications, verbally and in writing.

· Proficiency with computer programs (Microsoft Office including Word, Excel, Project) and other job specific software such as Maintenance Management programs.

· Experience operating forklifts or other heavy equipment is a plus

Working Conditions/Essential Job Functions

· Able to work in hazardous conditions requiring proper handling of chemicals, high voltage, flammables, heavy machinery, and power equipment in compact spaces and adverse environments, utilizing personal protective equipment.

· Ability to sit, stand, climb stairs and ladders, and lift up to 75 lbs.

· Work indoors and out in variable weather

· Work irregular schedules: nights, weekends and holidays

· Dressed appropriately; fitting to the task

· Good personal hygiene

Job Type: Full-time

Pay: $27.00 per hour
