RS H is Hiring a Regional Discipline Leader, Transportation Development (East Region) Near Raleigh, NC

The Opportunity RS&H is seeking a Regional Transportation Development Discipline Leader to join our Infrastructure team in offices within our East Region! (Maryland, Pennsylvania, Virginia, North Carolina, South Carolina, Georgia, and/or Florida)
The East Region Transportation Development Discipline Leader oversees the Transportation Development service group activities in Transportation Markets within the East Region ( Maryland, Pennsylvania, Virginia, North Carolina, South Carolina, Georgia, and/or Florida) , including resource management, staff development/retention, production, quality management, and marketing/business development. The position reports to East Region Project Delivery Leader and collaborates with East Region Leader and several Area Leaders and Transportation Development Area Discipline Leaders in the development and growth of the Transportation Development services within the region.
Essential Functions
  • Provides leadership, oversight, and support for resource management of Transportation Development associates, maintains production backlog projections, and forecasts targeted growth needs.
  • Supports Transportation Development associate recruiting, onboarding, and technical development.
  • Serves as Project Manager and/or Transportation Development Task Leader on major projects, performs independent quality control reviews, and ensures that quality management policies and procedures are adhered to.
  • Serves as a subject matter expert and technical resource for Transportation Development services.
  • Supports business planning activities related to Transportation Development services, supports the identification, creation, and maintenance of Transportation Development opportunities, and actively leads marketing and business development initiatives related to Transportation Development services.
  • Leads key internal business operational initiatives to support the growth and development of Transportation Development services within the region.
Minimum Qualifications
  • Bachelor’s degree in Civil Engineering, Environmental Engineering, Transportation Planning, or a related field
  • Professional Engineer (PE) license and ability to apply for reciprocity in multiple states OR AICP Certification
  • Minimum 10 years of demonstrable experience within the field of transportation development, project development, transportation planning, environmental analysis, and preparing NEPA documents 5 years of which are in a leadership position.
  • Experience in a project management role on transportation planning projects of varying complexity and on-call contracts
  • Thorough knowledge of NEPA processes and Federal Highway Administration (FHWA) policies and procedures
  • Proficiency with Microsoft Office software
  • Proficiency with ArcGIS Pro; additionally, proficiency with Esri web-based mapping software preferred
  • Advanced level of verbal, written and presentation skills
  • Strong interpersonal skills that demonstrate teamwork and ability to build relationships with others
  • Excellent organizational skills with attention to detail along with overall quality control and schedule management
  • Business acumen and facilitation skills working with a broad set of clients, stakeholders and members of the public
Preferred Qualifications
  • Master of Science in in Civil Engineering, Environmental Engineering, Transportation Planning, or a related field
  • Experience in NEPA/PD&E Projects in Florida, Georgia, North Carolina, South Carolina, Virginia, and Maryland
