S.T.A.R. Chief Executive Officer (CEO)
S.T.A.R. (Stand Together And Recover Centers) provides peer-run outpatient treatment. S.T.A.R.'s services include three Recovery Centers, physical health and wellness services, individual and group counseling, mental health services, discharge care coordination after psychiatric hospitalization, trauma-informed care, recovery support services, independent living skills, community integration, education, and advocacy. S.T.A.R. is located in the Phoenix metropolitan area. S.T.A.R.’s three Recovery Centers are located in Mesa, Phoenix, and Avondale. S.T.A.R. has over 70 employees and has a $7M annual budget.

Requirements
Position Summary:
Under the direction of the Board, The Chief Executive Officer (CEO) has the responsibility to oversee and manage the operations and staff of S.T.A.R. so that programs and other activities are consistent with S.T.A.R.’s mission, vision, and values and are successfully implemented.
The CEO is supervised by the President of the Board, on behalf of the Board, and in consultation with the Board Executive Committee.
Major Duties and Responsibilities Include:
Leadership
Administration and Management
FINANCIAL MANAGEMENT
Works with the Board, the Finance Committee, and appropriate staff to prepare the annual budget and periodic financial reports of income, expenses, cash flow, and other financial information.
Manages spending to ensure expenses are within budget unless the Board has approved an exception.
Keeps the Board fully informed of pertinent issues and/or changes in S.T.A.R.’s financial status.
Ensures compliance with state, federal, and health plan financial reporting requirements.
Ensures the accuracy of all financial reports.
Ensures that an annual audit is prepared and presented to the Board.
Seeks contracts, grants, and other sources of funding to support S.T.A.R.’s operations and mission-directed activities.
RELATIONSHIP WITH BOARD OF DIRECTORS
Attends Board and Board Committee meetings.
In consultation with the Board President, prepare the agenda for Board meetings.
Provides the Board with accurate and complete information to help it to reach good decisions and establish sound policies.
Regularly reports to the Board about progress toward organizational objectives, financial status, and other issues of concern.
Presents timely reports to the Board and committees on the current status and projected needs of the organization.
Works with the Board to develop strategic plans.
Serves as principal liaison between the Board and staff.
Provides staff support to the Board and Board committees so that notices, agendas, minutes, and other records are prepared and maintained.
Works with the Board and Board President to enable the Board to fulfill its governance functions and facilitate the optimum performance by the Board, its committees, and individual Board members.
Assists the Board in the formulation of policies for the effective operation of S.T.A.R.
Oversees the implementation of S.T.A.R. programs and policies as adopted by the Board.
Obtains prior Board approval for any major changes or additions to S.T.A.R.’s programs or activities.
Performs other functions and duties as determined by the Board.
COMMUNITY and PUBLIC RELATIONS and ADVOCACY
Serves as S.T.A.R.’s primary spokesperson with the public, state agencies, and within the mental health community.
Supports coalitions, as appropriate, among state and local organizations to advance the mission and goals of S.T.A.R. Promotes S.T.A.R. programs and activities to the greater community.
Stays abreast of important issues affecting persons with a serious mental illness/GMHSU including housing, consumer rights, new/expanded programs, and related legislative activity.
Advocates for S.T.A.R. members and their rights.
KNOWLEDGE AND SKILLS
Organizational development, personnel management, budget and resource development, and strategic planning.
Demonstrated resourcefulness in creating a vision for the future of the organization and in setting priorities to reach organization objectives.
Personal qualities of integrity, credibility, and commitment to the mission, vision, and values of S.T.A.R.
Knowledge of community resources for persons with a serious mental illness and other physical and behavioral health needs.
Ability to work within an ambiguous, fast-moving environment, while also driving toward clarity and solutions.
Excellent organizational skills and the ability to communicate effectively at all levels and with all public and private supporters. ? Proficient in Microsoft Office software.
EDUCATION AND EXPERIENCE
Mental Health Diagnosis/Self-Identified Peer preferred.
Bachelor’s degree required. Master’s degree preferred.
Minimum of 3 years’ experience in Arizona healthcare administration.
