Position SummaryUnder the direction of the Vice-President of Programs, the Director of Strategic Partnerships and Development holds a pivotal role within the organization's leadership team, tasked with providing vision and strategic direction for external partnerships and initiatives. This multifaceted position encompasses responsibilities across workforce development domains, including education, business, community engagement, research, and grant development. The Director of Strategic Partnerships and Development will align partnerships to support SDWP’s goals of enhancing employment and education by collaborating with business partners, educational institutions, and community organizations. The Director of Strategic Partnerships and Development role underscores the importance of strategic leadership, partnership alignment, collaboration, and impact in driving SDWP's mission forward.
Essential Functions
  • Responsible for the creation, oversight, and attainment of education, business and community development performance, goals, and KPIs.
  • Manage a range of teams including Education Partnerships, Business & Community Development and Grants Development.
  • Develop collaborative relationships with public, private, and non-profit stakeholders; including government, education, and community groups to support business development, implementation, and expansion of services.
  • Establishes mechanisms to enhance SDWP services amongst educational partner institutions.
  • Manages and establishes relationships with educational institutions and provides guidance on workforce led initiatives.
  • Actively seeks opportunities to expand certificate offerings for SDWP program participants.
  • Serves on behalf of SDWP as a member of education, business and community related committees or boards.
  • Develops and maintains effective and productive relationships with relevant community organizations, business organizations, educational institutions, and other relevant organizations.
  • Cultivates strong partnerships, including local/state organizations, to broaden placement options for job seekers and enhance opportunities to expand workforce development related partnerships with local academic institutions from K-12 to community colleges and universities.
  • Ensure timely delivery of services to community, educational institutions, and business partners.
  • Lead strategic initiatives that support senior management with achieving programmatic goals.
  • Responsible for fiduciary representation of the organization and its systems and operations.
  • Entrusted responsibility of prioritizing and safeguarding the best interests and assets of the organization, its reputation, and its integrity.
  • Management and coordination of operational continuity resources and interdepartmental services.
  • Multitask, organize, and prioritize tasks associated with multiple assigned projects.
  • Create innovative customized solutions and program designs to serve job seekers and employers.
  • Collaborate with interdepartmental team members to ensure compliance and integrity of program delivery.
  • Develops and executes innovative strategies to ensure the organization has the necessary partnerships to meet SDWP goals and enhance services to the community.
  • Prepare and present programmatic updates through written materials and/or verbal presentations to a variety of stakeholders including executive management, board members, elected officials, and community groups as required.
  • Exhibit excellence in leadership, team dynamics, and interpersonal skills.
  • Oversee and empower teams to meet goals while holding them accountable to performance metrics.
  • Responsible for the continuous improvement of programmatic processes of contracted activities and services.
  • Expedite strategic planning and continuous improvement of programmatic and enrichment services.
  • Responsible for overseeing teams’ compliance of SDWP policies and procedures.
  • Analyze and evaluate data as it relates to achieving and exceeding performance standards.
  • Create systems and structures to continuously measure, understand, and improve program performance, efficiency, and quality.
  • Prepare and present performance-related agenda items to committees, funders, and boards.
  • Develop a detailed implementation plan, as needed, to achieve successful performance outcomes.
  • Prepare analytical reports and progress summaries as needed.
  • Identify opportunities to align department-level activities with organizational-wide priorities and KPIs.
  • Develop strong working relationships with community organizers and leaders with the vision of building longer term collaborations between SDWP and others.
  • Identify funding opportunities and oversee grants development team.
  • Work in partnership with other departments to identify shared metrics and adjust program elements for maximum systems alignment.
  • Develop and foster relationships with funders to identify, in advance, priority areas of focus or interest and potential alignment with programmatic outcomes.
  • Develop annual budgets in collaboration with finance including submission of all required reports/documents.
  • Responsible for managing and monitoring performance within budget, ensuring all spending goals are met appropriately.
  • Identify creative ways to be cost-effective and streamline operations to maximize the use of resources.
  • Oversight of the Business and Community development team responsible for expanding SDWP visibility in the community.
  • Continuously enhance employer relationships and partnerships for the benefit of participants
  • Coordinate, plan, and sustain involvement in community and special SDWP events.
  • Perform other related duties as assigned.
Job Requirements
  • Bachelor’s degree in business administration, educational leadership, or related field.
  • Six to eight (6-8) years’ director or manager level work experience.
  • Six to eight (6-8) years’ direct exposure in business development, funds development, and community outreach.
  • Excellent attention to detail and creative problem-solving skills.
  • Excellent organizational and proficient communication skills.
  • Strong understanding of workforce development, business and economic development and community development.
  • Managing, motivating, and leading large, multi-functional teams of direct reports.
  • Strategic and operational planning and execution of programs.
  • General understanding of State and Federal laws and regulations that apply to program funding.
  • Proven ability to maintain confidentiality and handle sensitive situations with solid judgment.
  • Computer proficiency, particularly with the Microsoft Office suite, including Outlook, Word, Excel, and PowerPoint.
Fundamental Requirements
  • Master’s degree in human services, economics, public administration, or business development, school administration or related field.
  • Six to eight years’ direct exposure to educational institutions (e.g.K-12, post-secondary).
  • Grant writing certification.

In the spirit of pay transparency, we are excited to share the base salary range for this position. If you are hired at San Diego Workforce Partnership, your final base salary (within the pay range), will be determined based on factors such as education, knowledge, skills, and experience. In addition to those factors, we believe in the importance of pay equity and consider the internal equity of our current team members when determining any final offer. Please keep in mind that the range mentioned above is the full base salary range for the role. Hiring at the maximum of the range would not be typical in order to allow for future and continued salary growth. We also offer generous benefits and retirement plans.
