POSITION TITLE: EMS & Emergency Preparedness Director

Department: EMS

Reports to: CEO

Date: June 23, 2004; Revised 04/2015, 4/2018, 01/2022, 9/2022

Mission of Department : To ensure prompt high quality patient care and transport to Scott City and surrounding area in a safe and cost effective manner. Promote health and safety of all associates, provide the highest standard of care to assure patient care and safety, facilitate emergency preparedness training for the facility, and promote good working relations within departments.

Purpose of Position: To direct and coordinate all functions of the ambulance service department. To improve and enhance all EMS activities through a system of appropriate delegation of responsibilities in areas which reflect the overall commitment of EMS. Identify hazards and assess risks to the health and safety of workers, put appropriate safety controls in place, and provide advice about accident prevention and occupational health to management and employees

Essential Functions:

  • Manages EMS Department to achieve operational and departmental goals.
  • Manages and schedules professional staff to achieve effective delivery of services.
  • Monitors the department financial results to achieve operating goals.
  • Communicates effectively and accurately with all healthcare team members, physicians, patients, family members and visitors.
  • Ensures compliance with national, state and local regulations as well as nationally accepted standards of practice for ground medical transport operations.
  • Plans for departmental growth, personal and professional growth for all EMS staff. Schedules training for EMS staff.
  • Maintains and coordinates equipment and supplies. Ensuring all vehicles are operational and equipped with necessary equipment.
  • Maintains all records required.
  • Maintain current EMT/Paramedic certification.
  • Stabilize, treat, and transport patients requiring medical care according to the scope practice and standard of care as defined by the Kansas Board of EMS and the Medical Staff
  • Be able to respond to the EMS station within 5 minutes of being paged out.
  • Expected to take day call, evening call, and weekend call as needed.
  • Expected to take transfers when available day or night.
  • Generalized Emergency Preparedness Activities
  • Report to Safety Committee quarterly
  • Attend regional Emergency Preparedness meetings (SHERT)
  • Maintain Emergency Preparedness policies
  • Work with Safety Manager to conduct/document drills (fire, tornado)
  • Participate in county/regional Emergency Preparedness exercises and table top exercises
  • Implement facility Emergency Preparedness exercises and table top exercises as needed
  • Gather and submit data for benchmarking purposes (QHi)

    Additional Responsibilities:

    Directly supervises paid volunteer EMS staff. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning and directing work, addressing complaints and resolving problems.

    Expectation of Service: This is an exempt position with responsibilities that may include upon occasion weekends and holidays obligations in order to maintain continuous service availability.

    Education, Qualifications, Experience:

    Current EMS/Paramedic certification and a minimum of three years EMS management background. A Bachelor's Degree is preferred. Must be able to perform each essential duty satisfactorily. Must obtain and maintain KSBEMS Instructor/Coordinator certification. NIMS Certification and knowledge of Incident Command preferred. If NIMS certification is not current, must be willing to obtain certifications.

    Degree in/or knowledge of Emergency Preparedness preferred.

    Personal Characteristics:

    Must have the ability to remain calm in stressful and urgent situations. Must be able to maintain composure and react professionally within difficult emotional, visual and sensory trauma settings. Must remain caring and compassionate to patients and families under difficult circumstances. Excellent communication skills, including communicating needs to management, excellent communication and presentation skills for training employees. Strong interpersonal skills. Discretion and respect for confidentiality and privacy.

    Knowledge, Skills, and Abilities:

    Must have to ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals. Must have the ability to write routine reports and correspondence. Must have the ability to speak effectively before groups of trainees. Must have the ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exist.

    Equipment:

    Must have working knowledge of all equipment pertaining to EMS vehicles and services provided.

    Physical Demands:

    While performing the duties of this job, the employee is frequently required to use hands to finger, handle, or feel; reach with hands and arms; talk and hear. The employee is occasionally required to stand, walk, sit, climb or balance, taste or smell. The employee must regularly assist with lifts and/or assist in moving up to 100 pounds, frequently assist lifts and/or assist with moving up to 200 pounds, and occasionally assist in lifts and /or assist with moves of more than 250 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision and depth perception. While performing the duties of this job, the employee is occasionally exposed to wet and/or humid conditions; moving mechanical parts; high, precarious places; fumes or airborne particles; outside weather conditions; and vibration. The noise level in the work environment is usually moderate.
