Compensation: £45,942 - £53,478 / year
DescriptionThis is a new post within a small Public Affairs team at SFC, which is the non-departmental public body responsible for investing around £2bn in Scotland's tertiary education and research. The purpose of the Public Affairs Team is to deliver effective stakeholder engagement in a complex and highly politicised environment.
The work of the Public Affairs team is fast paced and varied, requiring close working with internal and external stakeholders, particularly Scottish Government and Scottish Parliament. Our work includes, for example, coordinating cross-organisational responses to government commissions; leading preparations for parliamentary committees; organising visits for high-level senior stakeholders, including Ministers.
Political acuity, the ability to build trusted relationships and collaborate effectively with senior stakeholders, and exceptional written communication skills are central to this role.
Interviews for this role will be face to face, held in the SFC Office in Haymarket, Edinburgh at the end of July / beginning of August 2024.
Key Responsibilities
  • Take a leading role in delivering effective government and parliamentary relations, with a strategic and responsive approach to day-to-day engagement, as well as careful handling of politically sensitive issues when they arise.
  • Liaise with internal stakeholders to develop and deliver strategic engagement plans for both planned and reactive priorities.
  • Liaise with internal stakeholders to develop SFC's position on a range of issues and communicate these effectively both internally and externally.
  • Co-ordinate the delivery and maintenance of a suite of core briefs; produce tailored briefings for senior stakeholders, including for parliamentary committees.
  • Monitor the activities of parliament and promote awareness with internal stakeholders.
  • Take a leading role in the conception, organisation and delivery of set-piece events, such as Ministerial engagements.
  • Champion the work of the Public Affairs team, sharing and embedding best practice across the SFC to improve the quality of stakeholder engagement.

  • Previous experience of high-level stakeholder engagement and a proven ability to build relationships in complex stakeholder environments.
  • Excellent political acuity and experienced at operating in a highly politicised environment.
  • Excellent interpersonal and verbal communication skills, and proven experience of influencing outcomes.
  • Exceptional written communication skills, with the ability to produce high quality material written in a clear and balanced manner.
  • Enthusiastic team-player with proven experience of working collaboratively with internal stakeholders, including policy, finance, and operations experts, to deliver effective external engagement opportunities.
  • Experience of identifying engagement opportunities and delivering stakeholder engagement plans.
  • Demonstrable organisational skills and adept at prioritising effectively.
  • A proven ability to conceive, plan and deliver stakeholder-focused events and other projects that enhance corporate reputation and further strategic objectives.
  • Excellent IT skills, including Microsoft Teams, SharePoint, Word, PowerPoint and Excel.
Desirable Skills
  • Relevant work experience/degree educated.
  • Knowledge and experience of working with the government and parliament.

  • Normal full-time hours of work are 35 per week. We will consider flexible working arrangements. A flexi-time system is in operation.
