Scottish Funding Council is Hiring a Strategic Delivery Manager Near Edinburgh, IN

Compensation: £45,942 - £53,478 / year
DescriptionThis new strategic role, will work closely with the Leadership Team to develop and implement a PIA Operating Plan. The role holder will draft an overview of programmes across the organisation to refocus PIA's priorities, operations, and capabilities to add value and focus capacity. Additionally, this role will manage projects and create and implement appropriate change frameworks for activities across the directorate.
Interviews will take place from 9th July 2024.
Key Responsibilities
  • Coordinate SFC's preparation for, and response to, Scottish Governments reform agenda ensuring effective delivery structures and contingency plans are in place to influence and successfully implement positive change.
  • Overall responsibility for partnering with senior leaders to use an evidence-based approach to inform the strategic development and evolution of PIA's operating plans whilst monitoring and mitigating risks.
  • Define, monitor, and report against KPIs and metrics to track the success of strategic initiatives across the directorate and continuously assess the effectiveness of implemented strategies; evaluate and refine the strategic planning process as needed.
  • Create and implement appropriate change frameworks for programmes across the directorate and develop a full change strategy with success criteria, to understand, and mitigate the people impact to drive engagement and adoption.
  • Lead on the delivery of SFCs' digital transformation roadmap, mapping requirements for capability uplift and effective change implementation whilst ensuring effective governance structures are in place.
  • Manage PIA's annual budgets spanning running costs, staff costs, strategic investment funds, capital spending, and ongoing procurement activity across the directorate.
  • Establish an overview of PIA's programmes and map SFC programmes requiring expertise from PIA to implement a matrixed approached to resource requirements.
  • Provide guidance to cross-disciplinary and cross-functional teams to align project goals and deliverables and break down silos.
  • Research, produce and present briefing notes, reports, presentations, and papers as required for SFC senior management and key stakeholders to ensure colleagues are well informed and updated.
  • Foster a culture of innovation and strategic thinking through effective communication across the directorate.

  • Demonstrable stakeholder management and negotiation skills to empower others at all levels to collaborate to drive continuous improvement across systems, processes and change culture.
  • Experience delivering cross organisational wide projects, working cross functionally with technical and non-technical teams.
  • Experience leading change initiatives to include development, implementation, and communications.
  • Evidence of budget management.
  • Evidence of leading corporate planning processes.
  • High-level oral and written communication skills, including experience of representation and negotiation at a senior level.
  • Ability to manage and develop staff.
Desirable Skills
  • A project management qualification.

  • Normal full-time hours of work are 35 per week. We will consider flexible working arrangements. A flexi-time system is in operation.
