Orange Water and Sewer Authority (OWASA)

The Deputy Executive Director assists with the leadership, management, and overall direction of OWASA. Our dedicated team delivers valuable water and wastewater services that are essential to our community’s health, environment, and economy through the stewardship of infrastructure and natural resources.
Key responsibilities include:
  • Ensuring OWASA provides high-quality and reliable services to our customers.
  • Supervising and managing multiple departments through 4 Department Directors who supervise Water Resources (lake recreation, land management, treatment, lab, maintenance); Water Distribution and Wastewater Collection Systems; Wastewater Management (treatment, lab, maintenance, biosolids recycling, reclaimed water treatment); Engineering and Planning (long range planning, capital projects, development services, asset management).
  • Maintaining 24/7/365 operation; preparing for and responding to emergencies.
  • Promoting collaboration, cooperation, communication, and the flow of information throughout the organization.
  • Directing the preparation of short-term and long-range plans and budgets based on the OWASA’s goals and objectives; overseeing departmental knowledge management; ensuring effective asset management; and maintaining a safe workplace.
  • Monitoring, evaluating, analyzing, and communicating overall activities, policies, and programs.
  • Developing performance metrics and seeking continuous improvements in all aspects of the operation and regularly presenting information and recommendations to OWASA’s Board of Directors.
  • Interacting with local, state, and federal agencies and other stakeholders.
  • Serving as Acting Executive Director as requested.
Successful candidate should have:
  • Bachelor’s degree in Business, Public Administration, Engineering, Environmental Science, Finance, Accounting, or equivalent. Graduate degree preferred.
  • Position requires ten years of progressive management experience with three years of senior management experience, or an equivalent combination of education and experience.
  • Ability to set clearly defined goals, evaluate progress, and change course as necessary to fulfill the mission and goals of OWASA while ensuring that safe work practices are followed.
  • Outstanding communication skills and the ability to lead, mentor and coach.
  • Desire to be a trusted steward of the environment, our natural resources and the organization’s financial resources.
  • Innovative approach to problem solving while being mindful of the community and our customers.
  • Service-oriented attitude, responsiveness, professionalism, and a passion to foster a diverse and inclusive work environment are necessary.

  • Salary Range is $145,309 - $217,964
  • Membership in the NC Local Government Employee Retirement System
