Seattle Police Department is Hiring an EEO Investigator (Ord. Title: Personnel Specialist, Sr) Near Seattle, WA

Position Description
The Seattle Police Department (SPD) is seeking a creative, dynamic, and customer focused Equal Employment Opportunity (EEO) Investigator. This position is in the SPD EEO Office, within the SPD Human Resources department, reporting to the Employee Relations & EEO Office Manager. The SPD Human Resources department is a fast-paced team that requires the highest degree of professionalism, confidentiality, and collaboration.
As the department's EEO investigator, this role will conduct investigations into workplace discrimination and harassment complaints. This position is charged with conducting equitable, consistent, timely, thorough, and empathetic investigations. This is a highly specialized role, requiring specialized knowledge, technical proficiency, and confidentiality particularly when performing the day-to-day functions of: conducting intake or investigation interviews, drafting investigation reports, and communicating findings. This position is also responsible for developing and delivering training on EEO topics to the Department's approximately 1,600 employees, represented by multiple bargaining units.
The SPD EEO Office is the first line of communication with SPD employees having workplace concerns. This is an incredible opportunity to provide a compassionate and effective resource for SPD employees, so they can do their best work. The successful candidate will enjoy juggling multiple tasks throughout a typical day. These tasks may include scheduling and handling intake interviews, conducting ongoing active investigations, writing investigation reports, conducting training, and collaborating with HR representatives across the City of Seattle, Law Department, Senior HR Leadership and more.

  • Investigate employee complaints under the department's EEO policy, including complaints of discrimination, harassment, hostile work environment, and retaliation.
  • Prepare investigative reports, applying legal standards and city/department policy to factual findings.
  • Assist Employee Relations & EEO Office Manager to conduct training across all levels and functions of the department, regarding EEO and personnel matters.
  • Create and maintain the EEO Section case files and reports.
  • Assist Employee Relations & EEO Office Manager to conduct training across all levels and functions of the department, regarding EEO and personnel matters.
  • Draft and make recommendations to the Employee Relations & EEO Office Manager regarding policies related to EEO issues.
  • Represent the Employee Relations & EEO Office Manager when needed with external stakeholders such as Mayor’s Office, City Council, Seattle City Attorney’s Office, and Seattle Department Human Resources, among others.
  • Other projects and duties as assigned.
QualificationsRequired Qualifications:A baccalaureate degree in social sciences, human resource management, business administration or related field and two years of responsible professional personnel administration experience are required (or a combination of education and/or training and/or experience which provides an equivalent background required to perform the work of the class).
Desired Qualifications
  • Training, education and/or experience in conducting investigations, technical report writing, applying legal standards and/or city and department policy to reach valid conclusions and factual findings as well as applying union contract provisions relating to investigation and grievances.
  • Ability to employ conflict resolution techniques and communicate effectively with employees at all levels of the organization regarding complex, confidential and sensitive issues with a demonstrated commitment to diversity and inclusion.
  • Demonstrated knowledge and application of Human Resources best practices and labor laws relevant to resolving workplace complaints, such as notice requirements, Weingarten rights, Loudermill rights, and other common due process principles applicable to represented employees.
  • Demonstrated ability to meet deadlines and prioritize among competing and often complex assignments.
  • Demonstrated proficiency with the entire Microsoft Office Suite and Windows File Explorer and computer operation in the Windows environment.
Position Requirements:
  • Must pass a Seattle Police Department background investigation.
  • A valid State of Washington driver license is required upon employment and must be maintained throughout employment.
  • This position is an onsite position; employee is expected to perform work in person. Individual schedules will be based on agreement between the employee and their supervisor.

The full salary range for this position is $43.97 - $51.22 per hour. New employees begin at Step 1 of the pay progression, which is $43.97 hourly. Current City employees’ starting rate of pay will be based on Personnel Rules regarding promotions. This is a full-time (1.0 FTE) regular position with full benefits. This is a Civil Service position eligible for overtime.
