Description

Provide technical, research, grant reporting, administration, financial, and coordination for mitigation and recovery efforts for Seminole County.

**Salary will be determined depending on qualifications of candidates who exceed the minimum requirements as outlined within the job description.

**Additional compensation based on licensure.

Essential Functions

Essential Functions: These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position.
Responsible for maintaining the Local Mitigation Strategy, Community Wildfire Protection Plan, and the Floodplain Management Plan – the three major mitigation plans for the County.
Coordinate and communicate with all partners involved in the Local Mitigation Strategy Working Group to include private, non-profit, faith-based, municipal, and County departments and agencies.
Develop and keep mitigation project and action plans up-to-date and develop strategies for implementation.
Conduct research and technical investigation for mitigation funding to include the Pre-Disaster Mitigation Grant Program, Repetitive Flood Claims Program, Floodplain Mitigation Grant Program, Hazard Analysis Grant, Hazard Mitigation Grant Program, Wind Retrofit Grant, and Shelter Retrofit Grant.
Coordinate the Community Rating System activities in an effort to mitigate flood damage in the community.
Organize the inter-faith / non-profit committee responsible for recovery and mitigation efforts in the County to include case management support. Conduct training, exercises and reviews with disaster outreach ministries.
Support case management and coordination with the partners on the Long Term Recovery Committee.
Manage logistics resources for the Office of Emergency Management. This includes inventory management, typing, categorizing, ordering, and cost analysis.
Responsible for maintaining and coordinating Post Disaster Recovery Plan to include the Business Recovery Volume and the Disaster Housing initiative.
Meet with area chambers of commerce, business associations, corporation and manufacturing to support business disaster resiliency.
Participate in community outreach programs; provide administrative paperwork for scheduled training and exercise programs; maintain contact list and correspondence with graduates of training and exercise programs; staff public outreach displays at special events.
Coordinate Disaster Recovery Center and Essential Service Center activities with the State of Florida and Federal Emergency Management Agency.
Maintain National Incident Management System (NIMS) documentation, training, and alerts.
Participate in continuing education courses for EOC operations, emergency management and general management from the Florida Division of Emergency Management, FEMA, and related organizations.
Support strategic plan for the Office of Emergency Management.
Additional Duties:
Perform other duties, as assigned, or as may be necessary.
In the event of an emergency, all employees are considered essential personnel and may be required to perform alternate duties.

Minimum Qualifications

High School Diploma or GED and three (3) years' experience in Emergency Management or Public Safety, or equivalent combination of related training and experience.
Florida Associate of Emergency Manager (FAEM), Florida Professional Emergency Manager (FPEM), or Certified Emergency Manager (CEM) preferred.
Must possess and maintain a valid Florida Driver's License.
Skilled in the use of a personnel computer and associated software, including Microsoft Word, PowerPoint, and Excel. Ability to research using the internet.

Additional Requirements

Knowledge of emergency management functions: including relationship between Federal, State and Local government. Ability to maintain confidential information. Knowledge of Emergency Operations Center functions, operations and equipment.
Ability to communicate effectively, both orally and in writing. Ability to present recommendations in a clear and concise manner. Ability to effectively make oral presentations and assist with training.
Skilled in the use of a personnel computer and associated software, including Microsoft Word, PowerPoint, and Excel. Ability to research using the internet.
Must possess and maintain a valid Florida Drivers License.
