DESCRIPTION:
The Payroll Specialist provides guidance and training to ensure accuracy of part-time employees’ time reporting and that payroll submission deadlines are met. Prepares and calculates the part-time employee payroll process and confirms accurate employee deductions are set up and processed. Prepares, calculates, and enters information for full-time non-exempt employee overtime and compensatory time. Ensures approvals and audits compensatory time to ensure expired time is paid to employees. Prepares annual calendars and processing schedules for payroll and time and labor.
ESSENTIAL FUNCTIONS:
1. Prepares and calculates the semi-monthly part-time employee payrolls, including running daily module processes for part-time hours and audit reports.
2. Ensures all employee deductions, garnishments, and direct deposits are accurate and reviews non-resident alien pay and IRS withholding taxes.
3. Communicates and responds to questions/concerns to departments and employees for Time & Labor processing.
4. Ensures the setups, communications, reconciliations, and payments of employee garnishments and child support payments.
5. Prepares, calculates, and enters information for full-time non-exempt employee overtime and compensatory time. Ensures proper approvals are met and audits compensatory time to ensure expired time is paid to employees.
6. Develops posting adjustments and balances the payroll liability financial transactions to ensure general ledger accuracy.
7. Maintains records and audits leave time related to FMLA and Workers Compensation. Collaborates with the Office of Human Resources and department managers to resolve leave time reporting variances and to ensure employee hours and leave of absences are accurately processed prior to each full-time payroll.
8. Reconciles and processes semi-monthly and monthly payments for all employee voluntary deductions.
9. Develops and updates time and labor manuals and delivers training to users who report and approve time in the time and labor module.
10. Prepares annual payroll calendars, time and labor schedules, payroll processing date calendars, faculty contract pay date calendars, and department process run schedules.
11. Assists with system testing for upgrades, setup changes, customizations, new initiatives and component development for the Payroll and Time & Labor modules to ensure data integrity throughout the HRMS/Payroll system.
12. Assists and provides administrative support for department management and staff as needed.
13. Performs other duties as may be required or assigned.
REQUIRED QUALIFICATIONS:
1. Associate degree from a regionally or nationally accredited institution in Accounting, Business Administration, Information Systems, or related field.
2. Four years of current, demonstrated experience in Payroll, HR/Benefits, Accounting, or maintaining HRMS/Payroll systems.
DESIRED QUALIFICATIONS:
1. Bachelor's degree from a regionally or nationally accredited institution in Accounting, Business Administration, Information Systems, or related field.
2. Four years of current, demonstrated experience in Payroll, HR/Benefits or maintaining HRMS/Payroll systems in an educational or governmental environment.
3. Knowledge of PeopleSoft Payroll Systems integration with Human Resources and Finance.

1. Excellent Microsoft Office 365 skills (Outlook, Word, Excel, and PowerPoint) and the ability to become proficient in Teams/Zoom.
2. Working knowledge of payroll-related computer applications, such as PeopleSoft.

4. Excellent problem-solving and analytical skills, as well as critical thinking ability.
5. Working knowledge of accounting principles and practices related to payroll.
6. Ability to treat confidential information with sensitivity.

WORK ENVIRONMENT and SPECIAL CONSIDERATIONS:

Finalists and individuals recommended for employment at Seminole State College must reside in the State of Florida at the time of hire and may be subject to background investigations and fingerprinting in compliance with Florida Statute 1001.64; and Seminole State College Policy 1.020; 2.020. The Office of Human Resources will determine which background checks shall be conducted for each position, based upon its review of job descriptions and the responsibilities of the position. These include, but are not limited to, positions that have access to money, master keys, security-sensitive areas and confidential information; positions that have the capability to create, delete, and alter records; and positions that are responsible for the care and instruction of children.
