Sempra Infrastructure is Hiring a Site Quality Manager Near Port Arthur, TX

Primary PurposeThe Site Quality Manager will help in the development and review of contractor systems and oversee the implementation of the site quality system requirements to ensure that the EPC Contractor achieves the project quality objectives. Additionally, site quality manager is responsible for establishing Owner (Sempra) site quality plan and organization at the project site. This role will manage Site Quality Assurance and Quality Control (QA/QC), and Inspection activities aimed at achieving compliance to all LNG/Low Carbon Solutions (LNG/LCS) technical specifications and standards, as well as LNG/LCS good business and industry standard practices in order to minimize rework and delays, attain the high safety standards and achieve clear and definitive site inspections plans aimed at establishing construction and system effectiveness. Site Quality manager will report to Site/Construction Manager and work closely with Project Field Engineer/Field Engineers in an integrated and collaborative way. Works with E&C Functional Chief – Quality Management for functional guidance and direction. Additionally, will seek guidance on commissioning aspects of quality from Project Commissioning/Startup Manager. Responsible for site quality budget, establishing site centric goals, and develop and report on key metrics on construction/commissioning quality aspects.
Duties And Responsibilities
  • Manages overall Site quality system implementation and compliance with applicable LNG/NZS and industry codes and standards. And seek guidance from Functional Quality organization.
  • Ensures effective inspection performance by EPC Contractor and its subcontractors through evaluating and challenging site inspection findings in field construction.
  • Participates in reviews for acceptance of all contractor quality systems documentation, ensuring compliance with quality system requirements, with particular focus on Construction/Commissioning aspects of Quality Assurance and Quality Control (QA/QC), inspection and test plans.
  • Provides guidance and technical support to the site quality team for safe performance in quality management of construction/commissioning processes, procedures, and execution.
  • Establishes, coordinates and participates in audit schedule with the onsite EPC Contractor and with major subcontractors.
  • Acts as subject-matter expert on site quality control and inspection techniques and methods for LNG/LCS facilities.
  • Oversees selected Non-Destructive Examination (NDE) activities, reviews radiographs etc.
  • Ensures effective use of Inspection Test Plans (ITPs) and related documents including Contract requirements in all quality monitoring activities.
  • Ensures effective implementation of non-conformance and deviation control systems.
  • Performs other duties as assigned (no more than 5% of duties).
QualificationsQualificationsEducation
  • Bachelor's Degree Quality Management, Engineering or related field. BA/BS Required
Experience
  • 12 Quality Management experience in the LNG/LCS sector of the energy industry. Required
  • Demonstrated experience in monitoring EPC Contractor Quality Management processes, plans, procedures, and performance with focus on site execution. Required
  • Experience with LNG export facilities, LNG receiving facilities, LNG ship loading systems, large concrete reinforced structures, jetty structures and marine breakwater. Required
  • Experience in vendor monitoring of LNG/LCS equipment fabrication and testing facilities. Required
  • Experience in all phases of LNG/LCS projects, including FEED, Detail Design, Commissioning and Start-up. Preferred
Skills and Abilities
  • Advanced knowledge of engineering design principles and applicable design guides and standards related to quality. Advanced
  • Thorough knowledge of project management and execution processes and differences in application across projects/locations. May travel to manufacturer facilities to perform equipment reviews. Advanced
  • Strong analytical, decision-making, and problem-solving skills. Ability to identify and resolve complex situations and problems within area of expertise; issues may go beyond primary discipline. Advanced
  • Demonstrated ability to organize, plan, control, coordinate, and effectively manage cross-functional assignments and projects. Advanced
  • Demonstrated proficiency in referencing, researching, reporting, tracking, and monitoring of activities and documents. Advanced
  • Good verbal and written communication skills. Advanced
  • Team player with demonstrated ability to influence a team to focus reviews on compliance to project specifications and LNG/LCS best industry practices to deliver excellence in the quality of the work. Advanced
