Sempra Services Corporation is Hiring a Senior Project Controls Manager Near Houston, TX

Primary Purpose

Oversee the project control team on mega projects in LNG and implement and monitor the project controls execution Plan. This position will be a member of the project management team that oversees the EPC contractor who is executing the project for the purpose of managing the schedules, reports, risk, progress and milestone tracking to support the project through close out. Ensure that project controls best practices are being implemented according to Sempra Infrastructure standards. Work closely with the entire project management team to oversee contractor's adherence to the EPC Agreement on project controls related items.

This position will start in Houston, TX and will move to the jobsite in Port Arthur, TX.Duties and Responsibilities

  • Manage the project controls team including schedulers, quantity specialists, cost analysts and project controls specialists and provide oversight of the project controls activities.
  • Lead the team in evaluation of the critical path method (CPM) schedule submitted by contractor and provide timely feedback, ad hoc project reviews, analysis and provide recommendations and solutions to upper management, and reviews of project reports including monthly and weekly progress and project status.
  • Participate in strategic planning and provide recommendations to meet project objectives and in the data collection for cost impact and analysis of critical activities in order to meet project objectives.
  • Participate in project meetings and interface with contractor's project controls team, in critical discussions with Contractor's on project issues and owner's concerns, and in technical committee meetings with stakeholders and present project status.
  • Oversee the resource needs of the project, identify gaps, and resource needs and manage the development opportunities for the project controls team. Oversee the project controls consultants and manage within the project controls budget.
  • Provide recommendations and information to support management decision making and presentations and oversight on systems development for schedule and progress reporting including dashboard for project updates.
  • Manage and provide oversight to daily status of progress, input on quantity take-offs, earned values from Contractor agreed Rules of Credit and validation of monthly progress and milestones completion for accuracy and timeliness of invoices.
  • Manage and provide verification on contractor's progress and payment curves and manage and interface with controller team on month end accruals. Manage the execution budget for the engineering and construction scope and approve trends and monthly forecasts.
  • Ensure appropriate project controls are in place to manage the contractor and the LNG project, contractual deliverables are prepared and submitted to appropriate stakeholders and ensure systems and procedures for scheduling are in place to monitor schedule and report progress. Ensure schedule and cost data and information are aligned with the contract requirements.
  • Act as Risk owner and participate as a member of the project risk committee. Assist in preparing reports and presentations on all phases of the project and maintain relationships with team members and stakeholders.
  • Maintain current with project management/controls industry to ensure we incorporate lessons learned and project controls best practices.
  • Performs other duties as assigned (no more than 5% of duties).

Education

  • Bachelor's degree in Business Administration, Construction Management, Cost Engineering, Project Management, Engineering or related field required.

Experience

  • 15 years of project controls, project management, or a combination of engineering, construction or other related field on mega projects required.
  • 10 years of supervisory experience required.
  • 10 years of construction industry experience or energy industry experience on mega projects required.

Knowledge, Skills and Abilities

  • Knowledge of project management.
  • Knowledge of project cost management, risk management, with a thorough understanding of contract and schedule management.
  • Skills in leadership and new organization development.
  • Ability to organize, plan, control, coordinate, and effectively manage cross-functional assignments and projects.
  • Analytical, initiative/decision-making, and problem-solving skills and abilities.
  • Ability to identify issues, analyze data, develop, recommend, and implement solutions.
  • Possesses in-depth knowledge of construction techniques and practices.
  • Knowledge of project controls systems for progress and schedule evaluation, analysis and reporting with software program such as Primavera P6 Pro, P6 Web, Primavera Risk Analysis, Deltek Acumen Fuse, Schedule Analysis Enterprise (SAE), SharePoint, Project Controls Management System (PCMS).
  • Knowledge of project scheduling concepts and methodologies including CPM, and Earned Value.
  • Knowledge of contingency management through the use of trends and monte carlo analysis.

Licenses and Certifications

  • Project Management Professional (PMP) preferred.
HYBRID: Work a combination of onsite and remote days each week, typically 3 days per week onsite.
