Job Overview:The Alabama Medicaid Agency (AMA) is transitioning from a monolithic Medicaid Management Information System to a modular Medicaid enterprise system (MES) through the Alabama MES Modernization Program (AMMP). This initiative involves procuring various services and modules from multiple vendors, following CMS standards like Medicaid Information Technology Architecture (MITA) and Streamlined Modular Certification (SMC).
AMA seeks a Technology Research Analyst to advise on IT solutions and services contracts, review vendor proposals, and ensure compliance with technical requirements and standards. The Analyst will assess technical issues during implementation, testing, deployment, and operations, providing recommendations for project success. They will collaborate closely with vendors and AMA managers to align initiatives with the MES technical architecture and regulatory standards.
Required Skills & Experience:
- 8 – 10 years of practical technical experience in one or more of the following, with ability to research and obtain working knowledge of all: software or application development, database design and administration, integration and administration of large-scale computer hardware systems, datacenter or cloud operations, network design and operations, telecommunications circuits installation and operations, IT Service Management.
- 3 – 5 years of experience with large multi-vendor projects or teams.
- 3 – 5 years of experience working with senior management and key stakeholders.
- Excellent written and verbal communication skills to convey technical concepts to non-technical audiences effectively.
- Extensive knowledge of and experience using Microsoft 365 products.
- Ability to thrive in a dynamic environment and manage change effectively.
- Capable of working with virtual and in-person teams and performing under pressure to meet deadlines.
- Ability to research and track industry trends, maintain knowledge of new technologies and processes, and research applicable Federal government technical policies or guidance affecting AMMP to advise team members and governance bodies.
- Provide in-depth analysis and critical thinking when reviewing contractor technical design documentation to identify problems, potential gaps, or risks. Make recommendations that influence positive decisions while ensuring compliance with contract requirements and standards.
- Use technical expertise and research results to make recommendations to management, supporting key decisions, establishing priorities, evaluating trade-offs, best practices, and risks related to AMMP technologies and solutions.
- Ability to analyze and monitor the integration of multiple systems from multiple vendors by validating assumptions, developing key insights, and preparing periodic and ad-hoc reports, metrics, and presentations for senior managers' review.
- Collaborate closely with AMA support organizations responsible for critical areas such as security, data governance, privacy, and project management to ensure technical solutions comply with agency and federal standards.
- Participate in and contribute to planning, design, and testing events of the Alabama Medicaid Enterprise System (MES) to develop and maintain a thorough understanding of vendor solutions to be implemented.
- Strong interpersonal skills to build team rapport effectively.
- Excellent verbal and written communication skills.
- Ability to work independently with minimal direction from State or other team members.
- Ability to work under pressure and meet deadlines.
- Strong analytical and critical thinking skills.
- Exceptional research and reporting skills.
- Experience on a Medicaid or Major Health Care Payer Project preferred.
- Experience providing technical support on an integration project similar in size and scope to AMMP preferred.
- Effective analytic and diagnostic skills along with strong critical thinking abilities.
- Knowledge of and experience using ServiceNow preferred.
- Knowledge and experience with Azure preferred.
- Bachelor’s Degree in Computer Science, Information Systems, or other related field.
