Seventh Sense Consulting, LLC is Hiring an Acquisition Project/Program Manager Near Washington, DC

In anticipation of a contract award, we are looking for an Acquisition Program/Project Manager to:

  • Coordinate and monitor the scheduling, pricing, and performance of programs.
  • Assist in negotiating contracts and making contractual changes, while coordinating the preparation of proposals, plans, specifications, and financial conditions of contracts.
  • Develop master plans and schedules, formulate solutions to address program problems, and direct the work of resources assigned to the program from various projects.
What You'll Do:
The PM will support a full range of procurement organizational management services required for ongoing and emerging activities and develop methods to track and implement current and emerging activities. Services include effective business process optimization and creation, auditing, policy assessments, data analysis, consulting, planning, and facilitating. The PM is also responsible for ensuring the development and maintenance of tools and templates for new processes including leveraging lessons learned and audit findings for process improvement that minimizes risk and improves efficiencies for the customer.
 
Acquisition Lifecycle Planning and Support Services
The PM will provide a broad range of acquisition support. Services include supporting all phases of the acquisition life-cycle involving planning, requirements definition, category management, solicitation development, evaluation, award, post-award management, contract closeout, and other administrative support. The PM is responsible for providing analysis and execution of strategic activities in support of sourcing goals.
Acquisition Lifecycle Planning
 
The PM is responsible for providing expert facilitation services and subject matter expertise to execute goals within the acquisition life-cycle, Category Management, innovation, and strategic sourcing functions. Support of all phases of the acquisition life-cycle to include:
  • Proficiency in Office of Management and Budget (OMB) category management principles, policies, and executive orders
  • Performing short- and long-range forecasting
  • Writing and developing requirements
  • Conducting procurement package triage
  • Supplier/industry engagement activities
  • Utilizing industry best practices to innovate the acquisition life-cycle
  • Knowledge of federal government procurement practices and innovative planning activities
  • Analysis and execution of strategic activities associated with acquisition of specific commodities, and services in support of strategic sourcing goals. The strategic sourcing goals include, but are not limited to: All acquisition components of the strategic sourcing process such as consulting, facilitating, category/commodity profiling, and market and trend analysis.

Acquisition Support
 
The PM will provide a full range of acquisition life-cycle support services (i.e. acquisition planning, market research, pre-solicitation, solicitation, cost and price/audit analysis, pre-award, award, contract administration and management and contract close-out) to include:

  • Tracking and reporting acquisition actions
  • Preparing contract documents in SAP/PPS, Procurement Request Information System Management (PRISM), Contract Lifecycle Management (CLM), or other procurement writing systems
  • Creating Federal Procurement Data System (FPDS) - Next Generation records
  • Routing procurement documents through Acquisition Workflow Approval Routing Efficiency (AWARE) or other review/routing tools for internal procurement reviews
  • Ensuring procurement files are stored appropriately in the document repository
  • Assisting in the training of customers on the different acquisition strategies and approaches to enable them to make decisions based on desired mission outcomes that are aligned with the FAR, Treasury Regulations, IRS policies and procedures.
  • Acquisition life-cycle support shall be in accordance with all Government regulations and policies including the FAR, DTAR, DTAP, and other IRS procurement-specific policies/procedures.

Must Haves:

  • Bachelor's degree
  • Minimum of 8 years of relevant experience
Nice to Haves:
  • Project Management Professional (PMP) certification 
  • Ability to manage, coordinate, and pursue multiple, complex projects and activities.
  • Extensive knowledge of the FAR and/or associated FAR supplements.
  • Knowledge and skill in applying analytical and evaluative techniques and knowledge of laws, regulations, agency policy, precedent cases, and other requirements that affect acquisition.
  • Proficiency in MS Excel, MS PowerPoint, and MS Word.
  • Knowledge of negotiation techniques and skill in devising negotiation strategies and resolving such problems as reducing costs and adjusting delivery schedules
