Seventh Sense Consulting, LLC is Hiring a Contract Administrator III Near Edwards, CA

Overview:

  • We are looking for candidates with experience supporting Federal Government contracting offices, either as former 1102 civilian/military, or as contractor support. This position will support the Contracting Officers at the NASA Armstrong Flight Research Center (AFRC) in Edwards Air Force Base, CA on the complete range of procurement-related tasks for both pre and post-award activities. Develop the necessary file documentation utilizing applicable NASA Policy and Federal regulations such as the FAR and NASA FAR Supplement (NFS).
  • This position is a hybrid position with usually one day per week on-site at AFRC.

Responsibilities: 

  • This position supports Contracting Officers by performing procurement and contract administrative duties required in support of simplified acquisitions for the AFRC Office of Procurement. Instruments managed include: purchase orders, delivery orders, task orders, call orders, interagency agreements, and cooperative agreements/grants. The types of items procured include supplies, services, and minor construction services. The selected candidate is expected to have familiarity with FAR parts 5, 6, 8, 10, 12, 13, and 42 . The individual shall develop and maintain necessary file documentation to support pre and post-award activities. 
  • The successful candidate shall analyze monthly reports, process invoices/vouchers for Contracting Officer approvals, support issuance of contract modifications, support contractor performance evaluations (e.g. CPARS, etc), and draft various procurement letters
  • The successful candidate will maintain and update the various office contract administration tracking tools to allow timely statuses and briefings to senior management on the most current status for all contract activities and changes
  • The successful candidate will assist in, or perform data gathering activities as may be required to support ad-hoc assignments such as Freedom of Information Act (FOIA) requests, internal and external audits/inquiries, status reports, building PowerPoint charts for presentations, and other requests for information supporting the Procurement Office
  • Ability to aid in the preparation of contractual provisions and the administration of contract proposals, proficient in preparing RFP/RFQs for contract modifications, and negotiating contract specifications and contractual provisions

Required Qualifications: 

  • Bachelor's Degree and 5 years of Federal government 1102-type experience or High School diploma and 11 years of 1102-type experience.
  • Gain and maintain a Public Trust clearance.
  • Familiar with researching in and applying standard concepts, practices, and procedures within the Federal Acquisition Regulation.

Skills:

  • Comfortable working with files on a SharePoint Site
  • Proficient and confidence working with Word, Excel, and/or PowerPoint for document preparation and briefings
  • Proficiency and confidence in learning and with working within IT systems and tools. Experience with NASA’s most commonly used systems/tools (FPDS, SAP, PPS, SAM.gov, CPARS, IRIS, BOBJ, and EPDW) is highly desired.
  • Experience in performing cost and/or price analysis is a plus
  • Experience working within a virtual team via telework. NASA principally uses Microsoft Teams for communications and collaboration so familiarity with this or equivalent video conferencing/collaboration tools is required.
  • Ability to build relationships “virtually” across multiple functional organizations within the customer’s organization and within the project team organization, both remote and in person
  • FAC-C Level II, DAWIA Level II in Contracting, or the equivalent is highly desired
  • Candidates that have previously held a contracting officer's warrant are highly desired
