SUMMARY
The successful candidate will serve as the Sharp Allentown Facilities Hard Services Manager, supporting a multi-building pharmaceutical packaging facility / cGMP environment. The Hard Services Manager will report to the Director, Facilities.
ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Safely, properly and promptly manage the facilities operation and maintenance of (1) 210,000 ft2 warehouse and (3) production buildings totaling 320,000 ft2. Areas of responsibility include, but are not limited to:
    • Mechanical including HVAC (rooftop units, dehumidifier units, exhaust fans), temperature/humidity/differential pressure calibrations, automatic storage and retrieval system, air compressors (including regulators, filters, dryers), HEPA filter certifications and replacements, etc.
    • Electrical including switchgear, transformers, emergency generators, automatic transfer switches, power distribution panels, interior and exterior lighting and panels,
    • Plumbing including boilers, water treatment, sprinkler piping, potable water lines & fittings, sanitary drain lines & fittings, storm drains, etc.
    • Building automation system (Siemens Desigo)
    • Fire life safety systems (panels, detectors, horns, strobes, etc.)
    • Door operators and door hardware, dock levelers
    • Fit and finish including, but not limited to, patching, painting, caulking, doors, windows, ceiling tiles, flooring, etc.
    • Passenger elevator
    • Building envelope (roofing, expansion joints)
  • Directly manage a group of at least (8) Facilities Mechanics across (3) shifts Monday through Friday.
  • Directly manage a BAS (Building Automation System) Specialist to ensure that Sharp's production and storage spaces remain in a state of control, all BAS alarms are actively managed, trending / reports are developed and reviewed regularly and on an as-needed basis, etc.
  • Determine, implement and maintain preventive and predictive maintenance schedules for all facilities equipment, including new equipment installed under capital projects.
  • Assign work orders to Facilities Mechanics, and enable them to identify and implement effective solutions which minimize disruption(s). Close work orders after verifying that all work has been completed properly.
  • Collaborate with the Facilities Engineering Documentation Specialist to proactively manage work orders of all types and carefully maintain a healthy work order backlog.
  • Collaborate with Facilities Mechanics and the Facilities Engineering Documentation Specialist to proactively manage multiple vendor partners to assist in the maintenance of Sharp's facilities.
  • Partner closely with the Facilities Soft Services Manager to ensure that all aspects of facilities operation and maintenance at Sharp's Allentown campus are safely, properly and promptly managed.
  • Assess the need to repair or replace facilities equipment on an ongoing basis as part of the capital and expense budgeting processes.
  • Assist the Director, Facilities in creating the annual expense plan. Assist in day to day management of expenses to the approved plan.
  • Assist the Director, Facilities in creating the annual capital plan. Assist in managing and changing that plan as other needs are identified and priorities change.
  • Assist in the planning and execution of facilities capital projects both from within Facilities and external to it, including the assignment of Facilities Mechanics for support as and when needed.
  • Plan and execute facilities expense projects.
  • Routinely conduct field inspections of Sharp's facilities to identify areas for improvement. Take action to ensure that any deficiencies discovered are safely, properly and promptly addressed by the most appropriate resources.
  • Promptly investigate and resolve any facilities related complaints.
  • Support customer and FDA audits by responding to questions and describing the design, maintenance and operation of facilities equipment and systems.
  • Support Sharp Quality representatives in all internal investigations related to facilities. Complete all tasks assigned in the Sharp QMS on time.
  • Interview and hire Facilities Mechanics as needed and as approved by the Director, Facilities.
  • For all direct reports, create annual SMART objectives which align with and fully support Facilities departmental goals. Provide regular performance feedback, and conduct mid-year and year-end performance evaluations against those objectives.
  • Monitor the work schedules of direct reports. Administer Paid Time Off. Manage overtime vs. budget.
  • Seek, identify and schedule relevant technical training opportunities for direct reports which enhance their skills and bring value to the Company. Coach direct reports in the same fashion.
  • Provide to the Director, Facilities the inputs needed to manage insourcing vs. outsourcing by evaluating the workload of Facilities Mechanics relative to headcount and vendor partner budget and bandwidth.
  • Review and provide input to the Director, Facilities on annual service contracts. Proactively manage healthy relationships with all vendor partners.
  • Plan or assist in planning major shutdowns and site work which impacts large portions of the site or the entire site.
  • Serve as a key member of the Business Continuity and Emergency Response Teams.
  • Work extended hours beyond a traditional work schedule to include, but not limited to, evenings, weekends, extended shifts, and/or extra shifts as needed, sometimes with little or no notice.
  • Assist in the development and revision of Sharp Standard Operating Procedures and related documents relative to facilities operations and maintenance.
  • Routinely identify, develop and implement opportunities for optimization, enhancements, energy savings and operational improvements to increase efficiency and effectiveness, and to maximize quality.
  • Share information, collaborate and coordinate with other resources including, but not limited to, Sharp Facilities Mechanics, members of Sharp's Mechanical & Electrical Services Group, Sharp employees at other Sharp commercial packaging sites, vendor partner personnel, etc.
  • Ensure that Sharp facilities comply with all relevant codes, standards, and regulations related to building safety, energy efficiency, and environmental sustainability.
  • Identify, collect and maintain accurate and up-to-date documentation related to facilities.
  • Comply with all Sharp safety rules, policies, and procedures.
  • Perform other related duties as assigned.
QUALIFICATIONS
  • 5-8 years of experience as a Facility Manager is required.
  • 3-5 years of supervisory or management experience is required.
  • Biopharma experience in a cGMP environment is strongly preferred.
  • Familiarity with BAS equipment and controls is required.
  • Well-versed in the preventive, predictive & corrective maintenance and operation of industrial and commercial equipment, especially HVAC.
  • Excellent analytical and problem-solving skills, as well as the ability to reliably provide sound judgement in complex situations.
  • Strong technical skills and attention to detail.
  • Solid verbal and written communication skills to a broad audience.
  • Robust time management and organizational skills.
  • Ability to quickly adapt to changing priorities and assignments, and shift work schedules and staffing accordingly.
  • Ability to effectively plan, coordinate, and provide leadership in the execution of a significant number of fast-paced work projects.
  • Ability to read and interpret drawings, blueprints and specifications.
  • Computer Skills including the full MS Office Suite, one or more brands of QMS, one or more brands of CMMS, and AutoCAD.
EDUCATION
  • A 4-year degree in Engineering, Facilities Management or a related technical field is strongly preferred.
  • CFM, FMP or similar Facilities Management certification is strongly preferred.
