Works under the general direction of an assigned Manager to supervise the process of registration and licensing of all types of motorized vehicles, and ensures compliance with federal, state, and local statutes, rules, and regulations. Serve public citizens by providing information concerning departmental policies, procedures, and work functions.
Pay Grade: 49
Salary Commensurate with Experience and Education
1. Two (2) years of experience in a lead/staff supervisory capacity; AND
2. Bachelor's degree from an accredited college or university in public or business administration, management or related field; OR
3. An equivalent combination of related education and/or experience.
4. Motor vehicles experience preferred.
5. PROOF OF EDUCATION, TRAINING AND/OR EXPERIENCE IS REQUIRED.
1. Supervises staff to ensure high-performance customer service that supports the department’s mission and goals, increases efficiency and expedites workflow by recommending process improvements and/or changes in practice.
2. Establishes work goals and objectives; plans, assigns, and evaluates the work of motor vehicle staff, develops performance enhancement plans.
3. Supervises cross training among assigned employees, trains and orients new staff members for motor vehicle licensing and titling, and ensures that work conforms to standards and state statutes.
4. Provides technical expertise to staff and assists employees with difficult and/or unusual assignments.
5. Ensures staff prepares comprehensive records, reports and documentation that complies with statues and requirements including license plate stock, temporary permits and titles.
6. Assigns and distributes work, reviews work for accuracy and completeness and returns assignments with recommendations for proper completion.
7. Analyzes documents to assure paperwork is accurate and conforms to establish policies and procedures required to support title applications.
8. Resolves problems encountered during daily operations and determines standards for problem resolution, including escalations from client; and responds to formal and informal employee grievances preparing written responses as needed.
9. Conducts on-site investigations that may lead to criminal charges regarding fraudulent documents, documents causes for disciplinary action and initiates letters of reprimand and/or formal recommendations for disciplinary action.
10. Acts as the custodian of city funds, ensures cash management controls, prepares financial reports (balance sheets, deposits for bank, etc.) and employee attendance reports as required.
11. Maintains and balances employee cash drawers and petty cash for assigned branch and maintains adequate currency/change for all employees.
12. Ensures building and public safety by opening and closing office daily (e.g. locking/unlocking doors, setting alarms).
13. Performs other related duties as required or directed.
1. Ability to thoroughly examine processed applications for motor vehicle titles and registrations to assure all fees and sale tax has been calculated correctly and compliance with Tennessee laws concerning the issuance of titles.
2. Ability to apply attention to detailed and check for accuracy of information entered from supporting documents by CS Representatives and Admin Techs.
3. Knowledge of departmental procedures and the laws and procedures that apply to motor vehicle registration.
4. General knowledge of supervision and personnel management practices and the ability to demonstrate leadership skills.
5. Ability to coordinate and direct the activities of assigned personnel.
6. Knowledge of the activities supervised and ability to perform the same duties as assigned personnel.
7. Ability to exercise good judgment in evaluating decisions, situations and preparing information.
8. Knowledge of basic data processing statistical techniques.
9. Ability to perform arithmetic, prepare reports, and establish and maintain a system of records for balancing and accounting for currency.
10. Ability to issue as well as follow oral and written instructions.
11. Ability to work with co-workers and public citizens with courtesy and tact.
