SHYN I.T BUSINESS SOLUTIONS PRIVATE LIMITED is Hiring a Program Manager (Secret Clearance) Near Washington, DC

Position Description

Overview of Contract The Associate Chief Information Officer (ACIO) at a U.S. Federal Government Agency is working to establish and mature the Technology Business Management (TBM) discipline. The initial TBM efforts were undertaken several years ago, but the initiative was paused after a short introduction. In 2022, the agency implemented the Financial Layer of TBM to include Cost Pools and IT Towers, but now seeks Subject Matter Expertise, support, and services to assist in maturing the TBM practice.

Role Description The TBM Program Manager (TBM PM) will be the CommunityForce senior person and liaison with the federal customer. They will be a Servant-Leader to a team of self-managing cross-functional TBM Analysts, Administrators, and Change Managers. Following guidance from the General Services Administration (GSA), successful implementation of TBM at this agency calls for a PM with the knowledge, skills, and abilities (KSAs) to:

  • Identify key players and stakeholders.
  • Determine the agency’s current state (the genba) with key performance indicators (KPIs) and perform both qualitative and quantitative risk assessments and risk analyses.
  • Identify measurable outcomes (the desired state) and “show-back” returns on investments (ROIs).
  • Apply the concepts of Kanban, Scrum, and Lean Six Sigma to visualize work- and value-streams.
  • Identify, protect, and promote constraints.
  • Guide the alignment of data in accordance with the Federal Extension of the TBM Taxonomy, version 4.
  • Protect data interoperability and portability security in the realms of behavior, transport, syntactic, and semantic requirements due to the requirement to migrate from the ServiceNow clouds to the Apptio/IBM clouds.
  • Look for insights by both traditional and non-traditional prompt engineering.
  • Oversee the rationalization of the portfolios of applications, legacy systems, and cloud technologies.
  • Guide the rollout and adoption of the TBM tiered architecture.
  • Educate the agency’s workforce to keep maturing the TBM implementation.

Role Requirements
Mandatory:

  • A current Secret (or above) security clearance with the U.S. Department of Defense or an agency with full clearance reciprocity.
  • Current membership in the TBM Council.
  • Provable experience implementing TBM in one or more federal organizations.
  • A demonstrable understanding of the Federal Information Technology Acquisition Reform Act (FITARA) and the TBM Taxonomy with the Federal Extension.
  • Proven experience driving an organization’s FITARA score up by at least one grade.
  • Proven experience with Capital Planning and Investment Control (CPIC) federal reporting.
  • Proven experience with the Federal Acquisition Regulations (FAR).
  • Proven experience with the Generally Accepted Accounting Principles (GAAP) as detailed in the Federal Accounting Standards Advisory Board (FASAB) Handbook of Accounting Standards and Other Pronouncements, as Amended (Current Handbook).
  • Proven Experience with Activity-Based Costing (ABC).
  • Working familiarity with federal security, privacy, and accessibility requirements.
  • Experience leading a small team to include leadership in the 4 core ideas of the Agile Manifesto and the 12 Principles to instantiate the Agile “way of thinking” to evolve the federal organization from a project-centric approach to a product and platform mindset.
  • Demonstrative understanding of the 18F Agile based project approach with emphasis on discovery research and the integration of Scrum, Kanban, and Lean in U.S. Federal organizations.
  • Experience engineering and executing both traditional and non-traditional prompts using Large Language Model (LLM) Machine Learning (M/L) resources and:
  • Demonstrating traditional prompt engineering proficiency with Retrieval-Augmented-Generation (RAG) to perform essential TBM-related tasks such as Affinity Mapping, Requirements Evaluation, and Risk Traceability, then refining results with iterative prompt tuning.
  • Demonstrating familiarity with other traditional structured approaches to Large Language Models (LLMs) such as Role-Task-Format (RTF), Before-After-Bridge (BAB), Context-Action-Response-Emotion (CARE), and Reason-Input-Solution-Evidence (RISE).
  • Demonstrating proficiency in complex environments with non-traditional Tree-of-Thought (ToT) prompts to explore multiple paths and possibilities based on goals, resource requirements, and long-term impact.

Minimum Certifications:

  • APMG® Technology Business Management – Federal Certification.
  • Lean Six Sigma Black Belt.
  • Certified ScrumMaster.
  • PMI® Project Management Professional.
