Wages: $60,000-$65,000 per year

Summary

The Program Manager develops and implements strategies for resident stability and community building at the Dale Street Place Apartments and scattered-site programs in Ramsey County. Dale Street is a partnership between Simpson Housing and Trellis Management Company, which is owned and managed by Trellis. It provides approximately 150 individuals with a safe and permanent home and provides support services to help residents regain and maintain stability in their lives, homes, and the community. One case manager on the team provides support to participants in scattered-site locations in Ramsey County.

This position provides leadership and supervision to a team dedicated to providing case management and supportive services to residents and will manage the daily affairs and overall program operation serving low-income individuals.

Hours for this position are Mondays to Fridays, 9:00 am to 5:00 pm. Flexible. Salaried.

Responsibilities

Provide effective leadership of Dale Street Place and scattered-site programs:

  • Provide stability and clear vision to residents and staff.
  • Assure open communication among staff on all participant issues.
  • Maintain resident capacity for the program.
  • Conduct regular program evaluation and planning.
  • Participate in meetings of regulatory personnel as they survey facilities and participants records for program compliance.
  • Assure safety and security of participants and staff and manage emergency situations.
  • Develop procedures and program guidelines in consultation with the Single Adult Programs Director.

Develop, Supervise and Train Staff:

  • Know SHS’ personnel practices and effectively implement policies with all direct reports.
  • Hire and train staff in consultation with the Single Adult Programs Director and Director of Equity and Human Resources.
  • Provide staff training, team building and development of individual staff goals.
  • Monitor staff performance including performance reviews and assessments.
  • Effectively delegate assignments and projects to staff.
  • Provide guidance and supervision to direct reports.
  • Function as member of a supervisory team responsible for policy and procedure implementation and design, budget monitoring, employee/human resources functions and handling difficult participant issues.

Develop thorough and accurate budgets and reports, maintain complete and consistent records:

  • Ensure accuracy, completeness, and confidentiality of participant records.
  • Work with the Single Adult Programs Director in managing program budget (including corrective action plans when needed)
  • Maintain accurate records, including employee time sheets, travel expenses and billing information.
  • Manage Housing Support revenue and expenses of participants.

Provide positive representation of SHS through public relations and networking:

  • Interpret the program to constituents regarding SHS and its programs.
  • Develop and maintain positive working relationships with all partners.
  • Assist with fund development as directed.
  • Participate in staff meetings and professional meetings.

Commitment to racial equity and social justice:

  • Work within and across agency departments to build culture of equity and antiracism.
  • Evolve knowledge and strategy of equity and antiracism on an individual and team level.
  • Participate in meetings, trainings, and workshops hosted by SHS about diversity, equity, inclusion, antiracism, and other related topics.

Demonstrate essential knowledge, abilities, and skills:

  • Ability to build, lead, and evaluate effective program teams.
  • Ability to be decisive and effective under pressure and maintain composure in crisis situations.
  • Ability to work very well independently, with excellent skills in teamwork and collaboration.
  • Ability to be flexible and manage time.
  • Knowledge of Harm Reduction/Housing First Model and commitment to that model.
  • Knowledge of trauma-informed service and motivational interviewing techniques.
  • Ability to communicate effectively, positively, and professionally with staff, participants, providers, family members and others.
  • Ability to maintain confidentiality.
  • Ability to represent agency decisions constructively.
  • Ability to promote a professional work environment that is affirming, respectful and understanding of diverse people.
  • Possess superior computer skills, with experience in Microsoft Word, Excel and Outlook. Demonstrate ability to learn additional computer skills/program as necessary.
  • Adhere to a standard framework of boundaries in all interactions with guests, volunteers, staff and public.
  • Perform other tasks, responsibilities, and special projects as assigned or directed.

Job Requirements:

  • Bachelor’s Degree in the field of Social Work, Human Services or Community Development is required or equivalent knowledge, skills, and experience.
  • Four years work experience in social service position required with at least 1 years in administration, management, and supervision.
  • Four years related experience working with: individuals experiencing mental health issues; chemical health issues; ethnically diverse populations; people experiencing or impacted by poverty and homelessness.
  • Experience in program development and management.
  • Driver’s license and vehicle are required.

Desired:

Experience with Housing Support, Housing Stabilization, and CES Coordinated Entry system preferred.
