Position Summary

The Opportunity: The Health, Safety & Nutrition Coordinator is a key member of the Early Childhood Education Assistance Program (ECEAP) Leadership Team that works together to support and incorporate the mission, goals and values of Skagit Valley College ECEAP into daily work and demonstrating a positive attitude and commitment to excellence.
Reporting to the ECEAP Associate Director, the Health, Nutrition & Safety Coordinator is responsible for the daily oversight of the Health, Safety & Nutrition program operations and assurance of compliance with ECEAP Performance Standards, CACFP and Skagit Valley College Policies and Procedures.
This is an 11-month full-time exempt position. This position is dependent upon continued grant funding, and may supervise center staff.

Duties and Responsibilities

Health, Nutrition & Safety

  • Direct, develop, and supervise the health, oral health, and nutrition components for SVC ECEAP in accordance with ECEAP Performance Standards, and other appropriate Federal and State requirements;
  • Monitors compliance with the ECEAP Performance Standards, Child and Adult Care Food Program (CACFP) and child care licensing guidelines, specifically related to health, nutrition and safety;
  • Responsible to establish, maintain, and support the Health Advisory Board that includes ECEAP parents, outside professionals, designated internal staff, and other volunteers to seek assistance in the design of services and identify ways to reduce barriers to health, oral health, and nutrition services in the community for enrolled children and families;
  • Develop, implement, and revise the annual health and nutrition services program content and/or to deliver services to enrolled children and their families;
  • Provide staff with appropriate training and tools to identify children with health, oral health, and nutritional risk factors;
  • Provide parents of children identified as having health, oral health, and nutritional risk factors with appropriate resources, educational materials, and referrals to effectively meet the special needs of their child; schedule follow-up appointments with parents to re-assess the child's health and nutritional status;
  • Ensure special diet and Individual health care action plans are completed and implemented in conjunction with and communicated to staff that are trained to work with children with these identified needs;
  • Monitor Child Safety sections of Performance Standards to include fire drills, first aid kits, medication administration systems and systems for Safety Committees in collaboration with the staff person in charge of facilities;
  • Ensure confidential health and related data; propose internal procedures to ensure that designated staff is reviewing and acting on health and nutrition related issues;
  • Conduct regularly scheduled inspections of facilities to ensure compliance with federal, state, and local sanitation standards;
  • Conduct site visits to monitor health, oral health and nutrition services and to observe health, oral health, and nutrition practice as well as provide exposure to and training of such concepts in the classroom environment;
  • Work with health and nutrition professionals to plan and update Individual Care Plans and menus according to regulatory standards;
  • Establishes a yearly system of training and health education for staff, to include CPR, First Aid, nutrition, child abuse and neglect identification and reporting, TB screening and test, health exams as required by Performance Standards and child care licensing;
  • Participates in staffing of children and is responsible for all health recommendations, as necessary. Attends IEP/IFSP meetings as requested;
  • Oversee annual completion of contracts for the provision of food service and serve as a coordinator between contractors and centers to ensure ongoing quality of services.
Administrative Responsibility:
  • Responsible for coordinating, tracking and approving assigned staff schedules;
  • Responsible for accurate, complete and timely, centers record keeping including monthly reports, data entry in compliance with SVC ECEAP Policies and Procedures;
  • Engages in practice of reflective supervision, mentoring and coaching with all staff on regular basis to support staff in developing knowledge and skills;
  • Responsible for the inventory and ordering of materials, supplies, and equipment;
  • Assures accurate, complete, and confidential maintenance of employee and client records;
  • Completes yearly evaluation for all site employees. Follows the Washington Public Employees Association Collective Bargaining Agreement procedures for progressive discipline when required;
  • Provides pertinent oral and written communication to staff and program management on a regular basis;
  • Responsible for ensuring appropriate consultant use at the center level per guidance in Policies and Procedures;
  • Attend bi-weekly Leadership Team Meetings to participate in program information sharing and planning;
  • Makes recommendations on hiring of center staff and participates on program and college hiring committees;
  • Participates on program, college and community committees, training and other professional development activities to enhance teaching and management skills and assist with program budget preparation.
Knowledge, Skills, and Abilities:
  • State and federal regulations on community action and social service programs in the area of health, oral health, and nutrition.
  • ECEAP Performance Standards, Washington Child Care Licensing, and United States Department of Agriculture (USDA) Child and Adult Care Food Program rules and regulations.
  • Computer systems and related software applications, including automated systems and databases related to ECEAP operations.
  • Ability to plan, organize, direct, and evaluate a health, oral health, and nutrition program in accordance with federal regulations and program goals and objectives.
  • Ability to assess health, oral health, and nutritional needs of children; ensure facilitation of health and nutrition consultants to meet the individual needs of the children.
  • Ability to work with diverse populations including special needs families. Ensure special diet and health care plans are in place before and during the enrollment of the child into the program.
  • Draft and revise operating procedures.
  • Instruct, supervise and teach staff and parents in health and nutrition education.
  • Utilize computers and software applications, including automated systems and databases.
  • Establish and maintain effective work relationships with those contacted in the performance of required duties.
  • Ability to work as a part of a team and independently with close attention to detail;
  • Ability to identify priorities, plan work schedule and meet timelines;
  • Ability to support a culturally relevant anti-bias program for children and families;
  • Contribute to the College's diversity initiative and foster a climate of multicultural understanding and appreciation;
  • Work and interact effectively with colleagues, staff, students, administrators and other various cultural and socio-economic backgrounds;
  • Knowledge and experience in data collection and information processes and systems; Exhibit intent to increase knowledge and skills in designated areas;

  • Use positive guidance techniques;
  • Demonstrate commitment to the mission, values and goals of SVC ECEAP.

Qualifications

Minimum Qualifications:

  • Bachelor's degree in Public Health, Nursing, Early Childhood Education or a related field;
  • Two years of experience in supervision and management;
  • Five years of experience in early childhood and health services settings;
  • Experience working with a variety of people from various cultural, socio-economic, educational and experiential backgrounds;
  • Skills in communication, group process, training and development, management and record keeping;
  • Proficiency in written and verbal language skills.
Preferred Qualifications:
  • Registered Dietitian (R.D.) credentialed through the Commission on Dietetic Registration (CDR), the credentialing agency for the Academy of Nutrition and Dietetics (formerly the American Dietetic Association); OR (b) A Washington state certified nutritionist under RCW 18.138.
  • Master's degree in the fields noted above;
  • Spanish language proficiency.

Salary, Benefits, Conditions of Employment, Application Procedure

Salary and Benefits:

  • Annual salary rate for this eleven-month, 100% of full-time position is $53,636 depending on experience;
  • Contracts are written annually for the period of July 1 to June 30. This position will be filled as soon practical after a candidate is identified and the salary will be pro-rated for the remaining contract period.
  • This position is exempt from civil service. This position is eligible for overtime.

Conditions of Employment:

  • If hired, you will be required to provide proof that you are either 1) a U.S. citizen, or 2) an immigrant whose status permits you to lawfully work in this country;
  • Within 30 days of hire, have or obtain the following:
    • a criminal history background clearance with the Department of Children Youth and Family;
    • an initial health examination indicating freedom from communicable diseases;
    • proof of a Tuberculosis (TB) test taken within 12 months prior to initial employment date;
    • proof of immunization for measles, mumps and rubella vaccination OR proof of immunity from measles;
    • CPR/First Aid card;
    • a current Food Handlers permit;
  • A Washington State driver's license and proof of insurance is required for this position.
