Position Summary

The Supreme Court of Virginia is seeking to fill an open position of Senior Business Systems Analyst (BSA), in the Department of Judicial Information Technology. In this role the candidate will play a pivotal role in bridging the gap between business objectives and technological solutions. This work includes analyzing complex business processes, requirements elicitation and documentation, internal review of other BSA documentation, and the creation or review of comprehensive meeting minutes during project related meetings. The BSA will work closely with the project manager(s), developers, quality assurance analysts, and business stakeholders.

Key Position Responsibilities

• Analyzes and evaluates business processes.
• Analyze business and user needs, documentation of requirements, and translation into proper systems requirements specifications.
• Consult with personnel from various departments to identify areas for the development of technical solutions to automate and/or improve business processes.
• Collaborate with stakeholders.
• Improve operational efficiency.
• Bridge communication between business users and IT teams and maintaining ongoing communication with management.
• Monitor and report on the progress of business initiatives and providing guidance and support to other business analysts.

Minimum Qualifications

• 8 years of experience as a Business Systems Analyst, with a focus on IT development projects.
• A bachelor s degree in Business Administration, Information Technology, Computer Science, or a related field.
• A proven track record of successfully analyzing and documenting complex business processes.
• A proven experience in gathering, analyzing, and documenting business requirements.
• Experience in creating comprehensive and clear documentation.
• Proficiency in modeling techniques, requirements gathering, and documentation.
• Ability to conduct stakeholder interviews and workshops to elicit requirements.
• Experience in translating business requirements into detailed system specifications.
• Ability to create process flow diagrams, data flow diagrams, and other relevant documentation.
• Excellent communication skills, both written and oral.
• Ability to communicate effectively with technical and non-technical stakeholders.
• Strong analytical and problem-solving skills.
• Ability to analyze complex business processes and identify areas for improvement.
• Ability to work collaboratively with project managers and development teams.
• Experience in assessing the impact of changes and facilitating change management processes.
• Proficiency in business modeling and analysis tools such as Microsoft Visio, Lucid Chart, or similar.
• Familiarity with collaboration tools and project management software.
• Ability to build and manage relationships with stakeholders.
• Experience in presenting analysis findings and recommendations to both technical and non-technical audiences.

Additional Preferred Qualifications

• 12 years of experience as a Business Systems Analyst, with a focus on IT development projects.
• A master's degree in Business Administration, Information Technology, Computer Science, or a related field.
• One or more certifications related to business analysis (CBAP, CCBA, etc.).
• Strong understanding of software development methodologies (Agile, Waterfall, etc.).
• Experience in reverse engineering Legacy COBOL/Visual Basic/MS Access applications to extract business rules and workflows.
• An understanding of quality assurance processes and methodologies.
• Familiarity with project management concepts and practices.

Working Conditions:

• Work Environment : This is a telework position with occasional needs to meet at the client office for project related meetings.
• Equipment : The resource will use their personal computer, a laptop or desktop computer (with Windows 11 Pro), to remotely connect to their assigned client workstation, via VPN. A personal webcam and audio equipment will be required when participating in virtual meetings.
