What are Trust Fund Positions?
Trust Fund positions are unique to the Smithsonian. They are paid for from a variety of sources, including the Smithsonian endowment, revenue from our business activities, donations, grants and contracts. Trust employees are not part of the civil service, nor does trust fund employment lead to Federal status. The salary ranges for trust positions are generally the same as for federal positions and in many cases trust and federal employees work side by side. OVERVIEW
This position is located organizationally in the Office of Finance and Accounting (OF&A), Under Secretary for Finance and Administration/Chief Financial Officer, Smithsonian Institution (SI), reporting to the Treasurer. SI is a museum and research complex dedicated to the increase and diffusion of knowledge. OF&A is responsible for the management and integrity of SI’s:
- financial assets
- financial operations
- financial reporting
- financial records
- financial policies and procedures
- central accounting and financial services
This position focuses on highly specialized duties associated with managing the budgets, cash flow, sources and uses of funds, debt and investments associated with SI’s non-federal funds.
This position has promotion potential to grade 15.
DUTIES AND RESPONSIBILITIES
Financial and Cash Management
- Invests all short-term investment fund (STIF) holdings. Closely follows short term fixed income market. Maintains relationships to buy securities from U.S Treasury and a minimum of three financial institutions. Prepares a monthly excess cash report for the Chief Financial Officer. Approves all related transaction documentation and fund movement.
- Reviews reports for and tracks medium term investment funds. Works with Treasurer and a board of advisors on strategy for these funds.
- Works collaboratively with OF&A’s cash management team to anticipate cash needs and transfer needed or excess operational funds to and from investment accounts. Keeps Treasurer apprised of trends in fund movements.
- Reports on cash position for SI and individual SI units. Prepares high level SI cash flow projections.
- Tracks and recommends financing strategies for Trust fund related financial initiatives across SI.
- Establishes and manages brokerage accounts and relationships with financial institutions for the disposition of all non-cash gifts and bequests including stock, other securities and crypto assets. Strives to minimize transactional delays and costs. Works with OA to prepare for donor gifts and address donor concerns and requests regarding non-cash gifts. Completes or provides OA the information necessary to complete donor required gift disposition documentation.
- Works with SI’s real estate team and management to determine strategy for debt required for space acquisition, cap gallery lease cash flows and sale of any owned, donated or bequeathed real estate.
- Evaluates any proposed central SI or unit real estate purchase that requires debt or Trust funds. Recommends funding strategy for the purchase.
- Manages all submissions for SI unclaimed funds.
- Provides reporting to SI and unit Boards on a regular and ad hoc basis as requested by the Under Secretary, OPMB and units.
- Spearheads resolution of any Trust related issue or irregularity that has not been resolved by GAR.
- Serve on the Trust Employees’ Retirement Plan Investment Committee.
- Reviews requests for proposal and provides input to them. Serves on proposal evaluation and other committees.
- Develops written guidelines and updates to SI policies related to corporate finance. Writes and disseminates procedures for all Treasury related activities.
Internal/Central Banking
- Manages the investing and lending of SI’s non-federal, non-endowment funds (“Trust” funds). Oversees all direct and third-party investing, including direct investments made by Smithsonian Enterprises (SE). Produces all investment-related reporting and ensures that investing is done within SI policies.
- Works with units on awareness and understanding of their Trust accounts and balances. Manages all steps of loans from central funds to any unit, internally referred to as advances.
- Provides units guidance and templates for submitting advances and loans. Assists units submitting advance requests. Works with General Accounting and Reporting (GAR) to prepare Advance Dashboard.
- Conducts due diligence on the unit advance requests including reviewing and recommending changes to budgets, validating donation expectations with Office of Advancement (OA) and reviewing unit financial statuses with SI’s Office of Planning, Management and Budget (OPMB).
- Prepares written advance summaries and recommendations for Treasurer and SI management to review, consider and approve.
- Reviews GAR prepared monthly advance report and proposes corrections.
- Assists with advance repayments and recommends remedies if advances become delinquent. Tracks all project and program budgets related to advances on a monthly, quarterly and annual basis. Works with units to update advance repayment schedules. Reconciles pledges outstanding with OA pledge reports. Finds other sources of repayment funds and alters repayment plans. Proposes to Treasurer the repercussions to units for delinquent payment and recommendations to write off uncollectible pledges.
- Prepares reports for the Under Secretary detailing all unit Trust holdings, balance sheets, advance reports and investment holdings. Highlights significant changes for management and recommends any actions.
- Tracks market and internal interest rates. Reviews and recommends changes if any to internal interest earned and interest received rates. Prepares and manages dissemination of interest rate memos.
- Reviews, approves or rejects requests for interest bearing accounts based on SD 303.
Debt Management
- Serves as a principal advisor to the Treasurer, organizational leadership and other key management personnel regarding debt management and SI’s cost of funding. Ensures all current debt has timely payments.
- Reviews and provides all information and presentations to Moody’s and S&P. Independently checks their key ratios. Provides impacts of major SI changes to key ratios to the Chief Financial Officer, Deputy Chief Financial Officer and Treasurer.
- Researches, sources, gets bids on and works with Office of the General Counsel on any debt issuances or restructuring.
- Contracting and Personal Property Management to put in place and renew all debt related contracts including lines of credit, remarketing and custodial services.
- Acts as primary contact for rating agencies and provides them with necessary reports.
- Tracks capital market rates and higher education debt sector. Acts as SI’s primary point of contact and manages relationships with capital market financial institutions.
- Recommend changes to current debt structure. Manages changes to debt portfolio – defeasances, calls and new issues.
- Responsible for all debt and investment related aspects of the annual audit – providing the data, composing financial supporting documents and writing related footnotes.
- Performs other duties as assigned.
QUALIFICATION REQUIREMENTS
- Mastery knowledge of SI’s programs, including statutes, regulations and policies. Mastery of the statutory and regulatory framework within which SI programs are administered to be able to develop policies and workflows and communicate about them to SI-wide audiences. Able to serve as a technical authority in developing and applying new approaches targeting trust-funded positions, programs and capital assets.
- Comprehensive knowledge of private finance and business practices to be able to understand the critical relationships among and between these disciplines and the legal framework and their impact on SI’s finances.
- Comprehensive knowledge of the business and financial requirements of museums, educational institutions and research institutions, entrepreneurial funding organizations, private investment organizations and grant-making organizations.
- High level skill in establishing and maintaining mutually beneficial institutional relationships with a variety of public and private officials, including officials within SI and other federal and quasi federal instrumentalities, state and local government and the venture capital and financial industry.
