The Office of Protection Services is responsible for overseeing, a large museum/complex law enforcement and security program and leading and providing protection throughout the Smithsonian Institution.

This Merit Promotion position is open to Current Federal Employees and Former Federal Employees with permanent status or reinstatement eligibility. Individuals who are eligible for a special appointing authority may also apply such as Individuals with Disabilities (Schedule A), former Peace Corps, AmeriCorps, and Vista volunteers; certain Military Spouses, or individuals eligible under various programs for Veterans (VRA, VEOA, 30% disabled).
Duties
The Supervisory Personnel Security Specialist will be responsible for planning, directing, coordinating, and managing the programs and functions of several other centralized functions.
In this position, you will:
  • Perform all the major aspects of a supervisor which include to interview and select candidates for positions; train and assign work; conduct performance evaluations; recommend promotions, reassignments and other personnel actions.
  • Oversee the management of the SI Personnel Security and ID Office for security operations.
  • Administer the personnel security suitability/fitness intake program and ensure fingerprints are collected from employees, contract employees, volunteers and other affiliate staff and submitted to the appropriate agency.
  • Train other specialists and subordinate staff on new, revised, and existing personnel security intake and ID Office procedures.
  • Manage the day-to-day workflow of ID processing, pre-employment checks, and e-APP initiation and completion.
  • Create metrics which identify common errors and develop and implement remediation strategy to eliminate errors and improve quality over time, as well as produce monthly metrics which focus on both team and individual productivity and accountability to determine metrics that evaluate the overall health of personnel security intake.

Qualifications
Experience: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-12 level in the Federal Service.
For this position, specialized experience is defined as: Demonstrated experience in 1) Managing the day-to-day workflow of ID processing and preemployment checks to provide leadership and direction to security assistants/specialists; 2) Developing and implementing personnel security/ID management policies/procedures; 3) Administering and monitoring background investigation requests; reviewing/adjudicating background investigation reports; and 4) Creating metrics and reports that monitor work volume, trends, productivity, quality, and timeliness.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week.

How You Will Be Evaluated
You will be evaluated for this job based on how well you meet the qualifications above.

  1. Ability to monitor and make technical judgments concerning interpretation and implementation of current, developing and new Federal and Personnel Security and Credentialing regulations, directives and policies.
