SoundTransit is Hiring a Solution Architect-Enterprise Applications (term-limited) Near Seattle, WA

Description

Salary range is $90k to $185k, with a midpoint of $135k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

This is a term-limited position expected to last 1 year.

GENERAL PURPOSE:

The Enterprise Application Solution Architect collaborates with Enterprise Architects and IT technical leads and to create and oversee software solution designs as implemented by staff and vendor resources. The Enterprise Application Solution Architect is responsible for determining how business needs are solved by making sure that enterprise applications are able to interact with each other in the best way possible in order to make efficient use of the Agency enterprise resources. This role will also ensure functional and non-functional requirements are satisfied. As part of the solution architecture community of practice, the selected candidate will exercise authority during architectural reviews and the governance of associated technologies, tools, and practices.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Understand customer needs: create and oversee designs that meet technical and non-functional requirements (including custom software, COTS, SaaS, and Cloud).
  • Develops business models to guide the development of the architecture and manages standard technical product life cycle.
  • Identifies and ensures the non-functional requirements and design of the solutions.
  • Oversees the breadth of the solution domain and ensures that technical and subject matter experts are included in design and validation efforts.
  • Defines, influences, and oversees conformance to standard delivery methods performed internally and through contract resources.
  • Ensures downstream IT work efforts and products conform to designs, information security needs and standards, course correct as needed.
  • Oversees the solution design to ensure it is functionally complete, as well as provides appropriate availability, reliability, recoverability, etc., and conforms to agency strategy, standard and policy.
  • Oversees the solution design to ensure that downstream IT efforts are informed of coming work and that the work conforms to their expectations.
  • Creates a 1-3 year strategy and roadmaps in collaboration with the Infrastructure and Operations (I&O) Director, the Applications Director, and the Enterprise Architects for the Agency's enterprise applications; works across business operations to ensure successful roadmap implementation while working closely with the business.
  • Provides expert technical consultation to senior IT management strategic planning groups.
  • Be viewed as a subject matter and technology delivery expert for the business organization by a wide range of management.
  • Acts as the primary technical resource across several areas of expertise, to information technology management and staff.
  • Translates design concepts to operational approach (build-to-run).
  • Ensures solutions align with agency strategy and policies.
  • Participates in the creation of, and review of requirements, design, testing and quality assurance and migration plans.
  • Supports the creation of statements of work and participates in proposal evaluation and product selection.
  • Supports the strategic procurement, selection and management of IT professional services and systems, including assistance in developing statements of work and expectations for engagements.
  • Provides ongoing support to the continual improvement of delivery and project management lifecycles.
  • Works closely with Enterprise Architecture to ensure alignment on strategy and risk mitigations, etc.
  • Champions & models Sound Transit's core values and demonstrates values-based behaviors in everyday interactions across the agency.

MINIMUM QUALIFICATIONS:

Education and Experience: Bachelor's degree in Computer Science, Software Engineering or closely related field and five years of system development and implementation experience; Or an equivalent combination of education and experience.

Required Knowledge and Skills:

  • Experience leading technology teams through the delivery of change.
  • Experience applying agile and/or waterfall delivery methods.
  • Facilitation skills including conflict management, issue resolution, brokering agreements, and removing roadblocks.
  • Excellent communication, critical thinking, and technical leadership skills with the ability to coach and mentor others.
  • Experience modeling, analyzing and prototyping solutions.
  • Ability to advocate, promote, and sell ideas to achieve goals, improve efficiency, and reduce complexity
  • Developing documents and presentations.
  • Establishing and maintaining effective working relationships with business partners, other department staff, management, and vendors.
  • Working effectively under pressure, meeting deadlines, and adjusting to changing priorities.
  • Responding to inquiries and in effective oral and written communication.
  • Researching, analyzing, and evaluating new service delivery methods and techniques.

Preferred Knowledge and Skills:

  • Principles of IT data systems at all layers including package-based and custom applications, middleware, operating systems, databases, servers and networks.
  • End-to-end delivery in a variety of technical capacities for commercial software, SaaS implementation and automation in IT.
  • Advanced principles, practices, methods, and techniques used in the design, installation, troubleshooting and maintenance of technology systems and applications, and of software lifecycle.
  • In-depth understanding of key issues and success factors within an IT organization.
  • Project and operational management of technology programs.
  • Knowledge of Azure required and/or competitive cloud technologies.
  • Experience is enterprise system design, integration and governance.
  • Experience in hosting cloud applications in AWS or Azure platforms.
  • Windows server familiarity, including writing and creating windows services, experience with a variety of web/application server technologies.
  • Demonstrates advanced verbal, visual and written communication skills in technical domains.
  • Demonstrates leadership skills, particularly soft-skills and ability to influence.
  • Highly available design, including horizontal and vertical scaling, geographic load balancing, etc.
  • Pertinent federal, state, and local laws, codes, and regulations.
  • Reporting solutions, such as Power BI, Crystal Reports, and Microsoft SSRS.

Physical Demands / Work Environment:

  • Work is performed in a hybrid office environment.
  • Position is responsible for preparing physical design drawings; may be subject to seeing.
