SourceAmerica is searching for a Manager, Congressional Relations to join its team, focused on managing Government Relations activities related to Congressional Affairs. Monitors and leads legislative, regulatory and other public policy engagement opportunities and challenges related to the AbilityOne Program, SourceAmerica, member agencies, and people with disabilities. Responsible for leading Government Affairs team members and collaborating with leadership, board members, and member agencies to create priority congressional engagement agenda for Government Affairs department. Responsible for leading or serving on department wide teams and groups functioning to advance the policy agenda of SourceAmerica.

SourceAmerica is searching for a Manager, Congressional Relations to join its team, focused on managing Government Relations activities related to Congressional Affairs. Monitors and leads legislative, regulatory and other public policy engagement opportunities and challenges related to the AbilityOne Program, SourceAmerica, member agencies, and people with disabilities. Responsible for leading Government Affairs team members and collaborating with leadership, board members, and member agencies to create priority congressional engagement agenda for Government Affairs department. Responsible for leading or serving on department wide teams and groups functioning to advance the policy agenda of SourceAmerica.
- Due to the requirements of this position the ideal candidate must be based near SourceAmerica’s National Office in Vienna, VA (greater-Washington, DC metro area) in a hybrid role model.
- Leads the efforts to engage Members of Congress and their staff on legislation, regulation and other policy for opportunities and challenges related to procurement, particularly defense procurement policies as they impact the AbilityOne Program, SourceAmerica, NPAs and people with disabilities and to develop/direct activities to respond to challenges or capitalize on opportunities.
- Responsible for proactively developing legislative proposals, alerts and materials in collaboration with the member agency community to advance the mission of SourceAmerica, the NPAs and increase employment of individuals with disabilities.
- Collaborates with colleagues in Government Affairs team to set and fulfill the overall strategy for SourceAmerica’s government relations to ensure a cohesive approach to engagement development.
- Responsible for building and nurturing alliances to influence legislation, regulations and other policy that enhances the mission of SourceAmerica through relationships with the member agencies and other organizations dedicated to the service of individuals with disabilities.
- Other responsibilities will be assigned as organizational needs arise.
What You Must Have ...Ideal candidates must have the following qualifications:
- Bachelor's Degree in a relevant field of study from an accredited institution instead of applicable skills training. SourceAmerica recognizes 1.5 years of experience = 1 year of college, should the candidate not meet the educational requirement.
- 5 years relevant work experience in outreach, advocacy, coalitions building or campaigns including Hill experience.
- Excellent organizational and project management skills with ability to establish and implement systems and identify resources to ensure successful completion of projects.
- Existing Capitol Hill relationships.
- Interest in economic policy, federal budget, tax, and entitlement issues before Congress.
- Proven ability to work in fast-paced team environments.
- Strong oral and written communication skills with ability to communicate policy ideas and legislative proposals concisely and effectively to Members of Congress and their staff.
- Masters Degree or MBA in a relevant field of study from an accredited institution.
- 2 years management experience.
- Strong understanding of Senate legislative process.
- Management experience including directly managing staff including the intern program or other direct staff management.
- Legislative Director, Chief of Staff or professional committee staff experience in the House or Senate with Democratic ties.
- We use Microsoft Dynamics 365 (D365) as our primary business application system for much of our office processes— experience with D365 or using similar methods is preferred.
