1. Background: South Baltimore Gateway Partnership

When slot machine gambling came to Maryland, South Baltimore residents were promised the resources to improve their communities. South Baltimore Gateway Partnership (SBGP) is fulfilling that promise. Guided by our Strategic Plan, SBGP focuses on three crucial elements of the South Baltimore Gateway Master Plan: Environmental Sustainability, Health and Wellness, and Community Development and Revitalization. SBGP has divided our work into three program areas: Community Grants, Enhanced Services, and Transformational Projects.

SBGP is a dynamic, nimble, and entrepreneurial community economic development authority working in a collection of neighborhoods in south and southwest Baltimore known as the South Baltimore Gateway Community Impact District. SBGP is a relatively young organization with a vigorous startup culture and a mandate to achieve measurable and meaningful change in the District. SBGP is funded with approximately $8 million/year in public funds – as well as additional city, state and federal grants – of which a portion is awarded as grants and the rest is contracted with vendors to improve neighborhoods. 2. Position: Program Director, Enhanced Services (Enhanced Services Director)

The Enhanced Services Director develops, oversees, and manages the growing Enhanced Services program, including enhancements to capital, maintenance, and programming in public spaces across the District. This position manages investments by SBGP, Baltimore City Recreation and Parks (BCRP), private foundations, and other third parties, taking projects from concept to completion. This position serves as an advisor and thought partner on projects occurring throughout the SBGP District. The Enhanced Services Director leads a team of project managers providing management and mentorship to ensure work is completed to SBGP standards.

Responsibilities:

Program Management

  • Oversees and participates in managing a portfolio of capital, maintenance, and programming projects designed to improve parks and public spaces in the District, implemented at multiple locations by multiple for-profit and non-profit vendors.
  • Meets regularly with neighborhood leaders, city staff, and other stakeholders to define, scope and create budgets for projects.
  • Negotiates funding agreements and contracts and manages agreements and contracts to completion.
  • Manages, or ensures the proper management of, all projects including site visits, communication with partners, and project progress.
  • Collaborates with the Operations team to ensure project compliance and other project requirements (e.g., procurement, City MBE/WBE participation).
  • Manages the Enhanced Services budget, ensuring the proper allocation and management of funds.

Strategic Planning

  • Defines the ongoing evolution of a comprehensive, multi-year Implementation plan for capital, maintenance, and programming projects, which incorporates investments by SBGP, BCRP, and other third parties.
  • Collaborates with other SBGP departments and the SBGP Program Committee to integrate efforts across all areas of the organization.
  • Assembles innovative financing packages to build capital projects.
  • Develops long term goals for Enhanced Services (ES) projects and make plans to implement.
  • Evaluates current and forecasted projects to determine if they fit within strategic goals.
  • Partners with the Executive Director on larger organizational goals (such as contributing to Reimagine Middle Branch) and how ES might help SBGP achieve them.

Community Relations

  • Cultivates and manages key stakeholder relationships ranging from government agencies, business leaders, neighborhood leaders, and industry professionals.
  • Works collaboratively with BCRP, other government agencies, and community stakeholders to integrate programs across the District.
  • Attracts and incorporates new programs and funding partners.

Community Engagement, Public Outreach, and Events Support

  • Represents SBGP at community meetings across the District to disseminate information and gather useful feedback and information for SBGP.
  • Communicates effectively and collaboratively with relevant community groups and associations, neighborhood leaders, public officials, property owners, and other project stakeholders.
  • Coordinates – and attends – SBGP-led and supported events, programs, projects, and activities.
  • Attends community association meetings on an as needed basis.
  • Reports on projects pertaining to South Baltimore communities.

Team Leadership

  • Ensures alignment of the Enhanced Services team to SBGP mission and organizational goals. 
  • Collaborates with peers and employees in other departments to improve SBGP operations. 
  • Directs the planning, development, implementation, budgeting, maintenance, and support of all department or unit functions.
  • Administers and manages policies, standards, practices, and security measures for all department or unit functions to assure effective and consistent department operations.
  • Trains, supervises, mentors, evaluates, and develops assigned employees according to SBGP’s policies and procedures, ensuring the overall smooth functioning of the department, and consulting the Executive Director.
  • Provides guidance and direction to Enhanced Services team members to improve the overall professionalism of the department, and the support provided to SBGP.
  • Coordinates with SPGP Operations on the continual upgrading of equipment and procedures to maintain pace with technological progress, economic change, and business needs.
  • Performs standard supervisory administrative duties.
  • Uses exceptional interpersonal skills with a track record of developing strong relationships with internal and public stakeholders.

Other Activities and Duties as Assigned

Qualifications:

  • Bachelor's degree or equivalent in work experience.
  • 7 years of experience in strategic partnerships, community development, or program management.
  • This position requires frequent public interactions including with stakeholders, partners, business leaders, residents, neighborhood leaders, government leaders, state/local officials, etc.
  • Excellent verbal and written communication skills.
  • Demonstrated proficiency with research, planning, and evaluation.
  • Strong organizational and planning skills and attention to detail, with ability to anticipate, initiate, and advance multiple priorities and projects concurrently.
  • Demonstrated project management experience.
  • Software proficiency including: Advanced proficiency in Microsoft Word, Excel, PowerPoint and Outlook. CRM Systems. Google Suite (Calendar, Docs, etc.). Grant Management Software (Submittable). DocuSign. Adobe Acrobat Pro. Asana. Video Conferencing to conduct meetings and events via Teams, Zoom, or other video conferencing technology. 

Work Environment:

This position works primarily in an office environment. This position is eligible for hybrid work, which includes a flexible combination of work from home, meetings and site visits in the District, and office time. This position will occasionally need to attend community meetings and events, which often take place during evening and weekend hours. SBGP is a hybrid workplace with video calls substituting for many in-person meetings. However, periodic in-person meetings and site visits are still required.

Physical Requirements:

  • This role routinely uses standard office equipment such as computers, telephones, printers, filing cabinets, etc.
  • This role requires frequent site visits to parks, construction sites, or other outdoor areas which may include traversing uneven terrain.
  • Requires the ability to lift equipment, files, open filing cabinets and bend or stand as necessary. 
  • Advanced reading and writing skills needed to review, edit, and finalize reports and analyses.
  • Requires advanced math skills to perform complex mathematical and economic analysis.
  • Must be able to lift up to 10 pounds.

Travel Requirements:

Travel may be necessary, up to 20% of the time (local, regional). Would require travel by car, rail.
