Job Responsibilities

About Our Agency
The South Carolina Department of Disabilities and Special Needs (DDSN) is the state agency that plans, develops, coordinates, and funds services for South Carolinians with the severe, lifelong disabilities of:

  • intellectual disability and related disabilities
  • autism spectrum disorder
  • traumatic brain injury
  • spinal cord injury and similar disability
Job Responsibilities
Investigates and researches complaints of discrimination, harassment, grievances and other employment issues or conflicts for a DDSN Regional Center. Serves as back-up for the other Regional Centers and Central office as needed.
Responsible for counseling and advising managers and employees to resolve problems; properly documents all investigations and actions. Maintains the Employee Relations log as required for the Regional Centers and Central Office.
Participates on all Abuse, Neglect and Exploitation (ANE's) and Criticals as assigned. May be required to serve as back-up for ANE's and Criticals for in the absence of the Employee Relations Manager for the Regional Centers.
Stays current with employee relations trends, regulations and legal requirements.
Initiates and promotes equitable employee relations activities and programs on behalf of the agency.
Performs additional duties as assigned.

Minimum and Additional Requirements

A bachelor’s degree and relevant human resources experience. A master’s degree in human resources management may substitute for the required experience. An equivalent combination of education and experience may be considered.
Must maintain a valid Driver's license in good standing.

Preferred Qualifications

Knowledge of principles and practices of human resources management. Knowledge of the policies and procedures of the agency. Knowledge of federal laws and state regulations affecting human resources management. Knowledge of management and organizational concepts. Ability to establish and maintain effective working relationships. Ability to analyze needs and resources and to recommend and communicate solutions effectively. Ability to exercise judgment and discretion in applying and interpreting a variety of policies and procedures. These employees have specialized knowledge and skills related to employee relations and operate under limited supervision and have decision-making authority within established policies and guidelines.

Immunization:If this position requires the applicant to work directly with DDSN consumers, a (2) step PPD testing or QuantiFERON TB Gold testing must be completed prior to beginning employment. All new employees who are healthcare providers are required to provide documentation of immunity or be immunized against measles, mumps, rubella, pertussis, Varicella and Hepatitis B prior to beginning employment.
State Disaster Plan:In accordance with the State's Disaster Plan, which includes hazardous weather, DDSN employees may be required to work in times of an emergency or disaster.
