This position will typically work four, 10-hour days, 6:30 a.m. to 5 p.m., Tuesday through Friday. Alternate work schedules may be considered. Work schedule may vary to accommodate emergency situations. Work is completed in an office environment. Occasional out-of-state, multi-day travel is required to support training and workshops. Frequent in-state travel is required to conduct site/location surveys for the purpose of determining the scope of future project requirements. The individual selected will undergo a National Security Check to obtain a Common Access Card and must also possess a valid driver's license.
The Construction Project Estimator develops the South Dakota Army National Guard (SDARNG) Federal Capital Program; develops, updates, and submits the State Capital Program; develops, revises, and submits project programming documentation (1390/1391, NGB Form 420R, and state documents); and develops, maintains, and updates the Maintenance/Repair Program. In addition, the incumbent researches, drafts, maintains, and coordinates the state’s Military Construction (typical project $25 million), Unspecified Minor Military Construction (typical project $6 million), and Facility Program (typical project $25-$750 thousand) program documents; receives, verifies, and coordinates approval of all SDARNG initial requests for construction and maintenance/repair projects; investigates Military Construction, Unspecified Minor Military Construction, and Facility Program requirements to determine the priority; develops project scope; prepares project estimates; drafts economic analyses; drafts programming documents; recommends location and siting of facilities; identifies funding sources; and submits proposed projects to the appropriate authority for final approval and funding authorization. The successful candidate will, also, be responsible for the development of the Capital Improvement Strategy and Annual Work Plan.
The Ideal Candidate Will Have:
A Bachelor’s Degree in Engineering Technology or Construction Management is preferred or demonstrate three to seven years relevant work experience in related field.
Knowledge of:
- engineering principals;
- military planning, programming, real property administration, and master planning concepts;
- architectural design and building construction, including site evaluation and building design;
- construction documents, building construction methods, and details;
- broad range of engineering techniques in the planning and development of alternative solutions;
- estimating and programming of a wide range of projects (building, structural, mechanical, electrical, and civil improvements);
- development, coordination, evaluation, review, and updating of the Real Property Master Plan, The Long Range Construction Plan, Sustainment Construction Plan, and Military Construction Program;
- operating capabilities and maintenance requirements of various kinds of facilities, building systems, physical plants, utilities, and equipment;
- life-safety codes, building codes, fire codes, utility codes, military requirements, standards, and other applicable regulations;
- state codified laws;
- state adopted building codes;
- military construction regulations.
Ability to:
- prepare accurate project cost estimates;
- prioritize workload with a holistic approach including budget and lifecycles;
- provide technical engineering guidance;
- evaluate designs and specifications to make technical engineering recommendations;
- present complex technical issues clearly and concisely in both oral and written communications;
- conduct field surveys and building and site inspections to obtain data for use in developing and evaluating alternatives, making recommendations, and preparing plans and specifications for engineering improvements, including building, mechanical, electrical, structural and civil;
- prepare deeds, leases, mortgages, and contracts;
- develop and evaluate alternative solutions based on competing demands for financial, physical, and human resources;
- assign appropriate priorities to work activities based on organizational goals and situational pressures;
- prepare complete and concise reports and recommendations;
- establish work relationships with coworkers, consultants, contractors, and other agencies;
- communicate information clearly and concisely.
