Are you ready to play a crucial role in shaping the future of financial processes for the State of South Dakota? The Bureau of Finance and Management is seeking a dynamic and motivated individual to join our team as a Report Developer / Analyst who will be a part of Project BISON.

The ideal candidate is someone with experience in accounting, budget analysis, or financial reporting, along with a strong interest and some experience developing those reports. Experience writing data queries (SQL) and having some programming knowledge to develop reports (Oracle BI, Microsoft PowerBI, SSRS, Tableau, etc.) is preferred. This unique opportunity puts you at the forefront of transformative change as the State of South Dakota embarks on Project BISON – an initiative to implement a new ERP (Enterprise Resource Planning) financial solution. The transition to this state-of-the-art ERP system allows the chosen candidate the opportunity to make a lasting impact on the efficiency and effectiveness of financial processes within the State of South Dakota. Project BISON is not just an ERP implementation; it’s a bold step to modernize and define the financial infrastructure for decades to come. While this position is initially tied to Project BISON for the next two and a half years, it offers a unique opportunity for professional growth and potential for long-term employment within the Bureau of Finance and Management or another State of South Dakota agency.

Candidates may be required to be onsite up to 50% of the time, as needed, to support team collaboration and in-office activities.

As a Report Developer / Analyst your responsibilities include:

  • Developing in-depth financial reports using Oracle Business Intelligence, Microsoft PowerBI, or other data analysis tools.
  • Planning, designing, developing, and delivering detailed analytical reports.
  • Understanding various agency accounting and budget staff reporting needs, communicating those requirements, and developing financial reports to ensure proper functionality within BISON ERP system.
  • Provide analytical input for financial reports and budget reports.
  • Improve efficiency of current operations by participating or leading process improvement initiatives.
  • Write efficient SQL queries to aid in report and application development.
  • Develop dashboards and/or web applications in Oracle APEX using modern design principals.
  • Learn and train on new technologies and business practices.
  • Participating in ERP system design sessions.
  • Developing rapport, collaborating, and communicating openly and effectively with Project BISON stakeholders to help facilitate the successful BISON ERP system implementation.
  • Attending Project BISON meetings, as needed.
  • Other Project BISON job duties, as assigned.

The Ideal Candidate Will Have:

  • An Associate’s degree or higher in finance, business, accounting, a related field, or equivalent experience.
  • 2 years of accounting, business analysis, or data analysis and reporting.
  • 2 years of report development using Oracle BI, Microsoft PowerBI, Tableau, or other data analytics tools.
  • Strong interest in data analytics, business intelligence, and developing custom financial reports.
  • Familiarity with Oracle Data Management and Oracle Autonomous Databases.
  • Familiarity with Agile software development practices.
  • Familiarity with LEAN/6-Sigma principles.

Knowledge, Skills, and Abilities:

  • data analysis, preferably in finance;

  • strong analytical, problem-solving, and critical thinking abilities; and,
  • must have excellent prioritization, time management, and organizational skills.

This position is exempt from the Civil Service Act.
This position is eligible for Veterans’ Preference per ARSD 55:10:02:08.
