(SPSCC) seeks a highly motivated and qualified individual for the position of Human Resource Consultant- Recruitment & Talent Acquisition.
The Human Resource Consultant - Recruitment & Talent Acquisition provides professional level, technical Human Resource guidance and support to faculty, staff, job applicants and the college community. This position is responsible for coordination of college-wide recruitment efforts, management of applicant tracking processes, and assists in a variety of complex and confidential, personnel activities. Many activities are performed independently and with minimal supervision. Individuals assigned to this position are expected to be proficient in the essential functions listed below and others of similar complexity in accordance with generally known procedures and established policies.

What You'll Do

Responsibilities and duties of the Human Resource Consultant- Recruitment & Talent include but are not limited to, the following:
  1. Responsible for providing a full range of Human Resource services in accordance with the Federal and State Rules and Regulations and established policies and procedures of the College. Independently plans, coordinates, prioritizes, and implements Human Resource services including but not limited to: recruitment and retention, classification and pay compensation, employment offers, background checks, and confidential correspondence for all employees.
  2. Applies knowledge and expertise to analyze and make decisions on complex issues and provides guidance to management and staff regarding policies and procedures, Federal and State employment laws and regulations, including complex or unusual situations requiring knowledge and expertise to generate creative solutions.
  3. Recruitment & Talent Acquisition
    • Serves as primary recruiter for all new and existing positions, manages NEOGOV application process and maintains college jobs website. Provides guidance and consultation to supervisors and staff in addressing recruitment issues, including hiring, diversity goals, classification and pay compensation, and recommends appropriate courses of action.
    • Places advertisements and emails recruitment notifications to campus, community and technical colleges, WA state agencies, Listservs, State Board, etc. Analyzes advertising data to determine cost-effective approaches. Consults with committee chair on any paid advertising required for hard-to-fill positions.
    • Manages recruitments in Microsoft Teams, including committee correspondence, timeline planning, Teams recruitment files, and retention of records. Facilitates Screening Committee orientation meetings through Teams Channels. Trains committee members on implicit bias, confidentiality, diversity goals, and the NEOGOV platform.
    • Explains position requirements and the recruitment process to potential applicants. Receives, reviews and ensures the accuracy and completion of employment application packets; develops candidate screening tools; sends notices to candidates in NEOGOV.
    • Schedules and arranges employment interviews, including room reservations, accommodation requests, teaching demonstrations, skills assessments, Zoom meeting setup, and Outlook confirmations in coordination with committee chair.
    • Assesses various staffing needs to determine methods to address current and future conditions including retention management, realignment, and recruitment planning.
  4. Diversity
    • Implements diversity goals to increase representation of marginalized groups in staff/faculty hiring. Ensures hiring processes are fair and equitable for all applicants.
    • Analyzes diversity data of candidate pools and sends data to committee members for review. Discusses course of action to increase diversity, equity and inclusion in the recruitment process.
  5. Community Engagement
    • Ensures a positive image for SPSCC at all events by being friendly, engaging, and answering questions in a professional manner.
    • Establish and maintain ongoing connections with community and technical college programs that offer legal professional staff training and education programs. Organize and attend career and job fair events to inform prospective candidates about the opportunities and positions offered by SPSCC and the benefits of State employment. -
    • Research, review, and recommend options to build a strong candidate pipeline through pre-employment programs such as internships, job shadowing, running start and co-op/work study programs, and/or structured informational interview programs.
  6. Background Checks
    • Initiates background checks for new employees in accordance with college policy and established hiring rules and regulations. Utilizes Checkr background check program in conjunction with the NEOGOV applicant tracking software.
    • Pursuant to RCW 28B.112.080, sends Declarations of Sexual Misconduct Forms to final candidates and contacts previous employers as required.
  7. Onboarding
    • Finalizes PAF with new hire information, ensures proper signatures and budget information are included for processing.
    • Compiles new hire packet including PAF, offer letter, benefits letter, job description, Declaration of Sexual Misconduct, job description, and NEOGOV application, and gives to HRCA2 for processing.
    • Processes relocation reimbursements for new hires.
  8. Position Management
    • Creates new position numbers and job codes in ctcLink
    • Reviews, manages, and maintains position descriptions for accuracy of FLSA determination. Makes recommendations for changes as appropriate in conjunction with Assistant Director.
Qualifications You Possess

Minimum Qualifications:
  1. Bachelor's Degree from an accredited college or university and two years of professional Human Resource experience or equivalent education/experience.
  2. Advanced skills with an Applicant Tracking System, preferably NEOGOV
  3. Experience conducting all phases of the talent acquisition cycle, including reviewing and assessing applications, evaluating candidates and managing applicant pools.
  4. Practical experience in analyzing, interpreting and applying complex federal, state, and civil service laws, collective bargaining agreement and policies regarding employment and selection practices as well as retention activities.
  5. Ability to maintain confidentiality, work well with others and function as a team member.
  6. Strong interpersonal written and verbal communication skills and the ability to work effectively with a wide range of constituencies in diverse communities.
  7. Strong aptitude for attention to detail and accuracy of information, strong organizational skills, ability to work independently, and prioritize multiple tasks.
  8. Ability to exercise good judgment in evaluating situations, solving problems and making decisions.
  9. Advanced computer skills including Microsoft Office software (Outlook, Word, Excel, PowerPoint and Access)
